On April 10, the second session of the seventh CPPCC Shenzhen Municipal Committee opened. In the joint group discussion on “vigorously developing the digital economy and accelerating the digital transformation of industries” held on the same day, many members offered suggestions on how to develop the digital economy and transform Shenzhen into a digital city.
Li Wei, member of the economic circles and chairman of Shenzhen Songhe Venture Capital Co., Ltd., believes that the innovation and application of the underlying technologies of the digital economy such as cloud and AI need to be cultivated from the early stage. In order to further develop the high-quality digital economy, it is necessary for Shenzhen to cultivate from the scientific research stage and the early entrepreneurship stage.
He suggested that Shenzhen should become an organic system to attract scientific research institutions and projects. Taking several projects of Tsinghua Artificial Intelligence Research Institute invested by some venture capital in Shenzhen as an example, he suggested that Shenzhen leaders come forward to communicate with Tsinghua Artificial Intelligence Research Institute as a whole, attract Tsinghua artificial intelligence research institute to set up branches and branches in Shenzhen together with these enterprises, and even move its headquarters to Shenzhen.
In addition, he also suggested that Shenzhen build a large AI device as a public service platform. Li Wei believes that the sensecore Shangtang AI device landing in Shanghai greatly reduces the cost of AI production factors and makes AI landing get rid of the labor-intensive state. Based on this, it can realize the large-scale production and empowerment of artificial intelligence, comprehensively solve various long tail application requirements in the process of intelligent urban management, intelligent commercial services and intelligent personal life, open up the closed-loop commercial value of AI landing, and then build a search engine and recommendation system based on physical space. Shenzhen should also support the construction of such public service platforms to boost industrial development.
Li Wei also suggested that Shenzhen should increase market opening to attract projects. Li Wei believes that the factor of attracting high-quality projects is not only capital investment, but also many high-quality science and technology projects pay more attention to the service of later market development. It is better to pay for the “first set” than to attract projects and scientific research funds. It is better to open the market and application scenarios and use three-dimensional ideas to attract investment.
Finally, Li Wei suggested giving play to the role of the two-level guidance fund and venture capital highland in Shenzhen, strictly focusing on the industrial planning of the city and district, combined with the policy intention of the industrial department, guiding the venture capital to invest early and small, intervening in the early stage of the project, leaving the talents in the angel project and the initial stage of entrepreneurship in Shenzhen. At the same time, the contribution should form continuity, and support the enterprises in different stages through sub funds.
