At present, the number of hydrogen fuel cell buses is small, and hydrogen refueling stations are rare. Single source procurement has become a common procurement method for government procurement of hydrogenation services.

The reporter also found this phenomenon by combing the whole procurement process of the procurement project of the designated hydrogenation service unit of Chengdu Longquan Bus Operation Co., Ltd.

On October 20, 2021, China government procurement network released the demonstration and publicity of the procurement project needs of the designated hydrogenation service unit of Chengdu Longquan Bus Operation Co., Ltd. According to the publicity, in order to further encourage the high-quality development of hydrogen energy industry in Chengdu, improve the display and competitiveness of hydrogen energy industry, and build a high-quality hydrogen energy ecosystem, Chengdu Longquan Public Transport Operation Co., Ltd. implemented the “hydrogen fuel public transport demonstration line project in Chengdu Economic and Technological Development Zone”. At present, the company has invested about 70 hydrogen fuel buses to L026 and other lines, and the hydrogenation service must be provided by the hydrogenation station to ensure the normal operation of hydrogen fuel buses. However, at present, there are only two hydrogenation stations in Chengdu, including the hydrogenation station built and operated by Chengdu Sinohydro Huatong Technology Co., Ltd. (hereinafter referred to as Sinohydro hydrogenation station) and China Petroleum & Chemical Corporation(600028) Pidu district gas hydrogenation station (hereinafter referred to as Pidu hydrogenation station). Sinohydro hydrogenation station is located in Longquanyi District and Pidu hydrogenation station is located in Pidu district. Pidu hydrogenation station is far away from the demonstration project, which loses economic efficiency and fails to achieve the purpose of improving management efficiency and benefit. Therefore, in this procurement, after evaluating the economic efficiency, it is concluded that the procurement can only be carried out from the only hydrogenation station in Longquanyi District. According to the provisions of the first paragraph of Article 31 of the government procurement law of the people’s Republic of China, compliance can only be purchased from the only supplier, which has a certain “uniqueness”.

After the publicity of the demand demonstration, the China government procurement network released the single source procurement announcement of the procurement project of the designated hydrogenation service unit of Chengdu Longquan Bus Operation Co., Ltd. After the publicity period, the transaction results of the project were released, and it was finally determined that the supplier was Chengdu Sinohydro Huatong Technology Co., Ltd., with a transaction price of 39 yuan / kg and a service period of 1 year.

Industry insiders said that hydrogenation services, like refueling services, have very strong public attributes. Therefore, the hydrogen prices of major hydrogenation stations will not vary much. For the price of hydrogen purchased from a single source, 39 yuan / kg is normal and reasonable. Because the cost of hydrogen is about 40 yuan per kilogram, and the state subsidizes 20 yuan. With the support of policies, operating enterprises can basically maintain a balance of revenue and expenditure.

From a national perspective, the hydrogen industry started late, the market scale is small, the cost investment is high, the technology needs to be mature and other reasons lead to a small number of hydrogenation stations. Therefore, it is a last resort to purchase hydrogenation services from a single source.

The price of hydrogenation service depends not only on the cost of hydrogen production, but also on the construction cost of hydrogenation station. The construction cost of hydrogenation station is high, which largely depends on the equipment price. It is understood that the hydrogenation station is mainly composed of four parts of equipment, including hydrogen storage tank, compressor, hydrogenation machine and station control system. Among them, the cost of compressor accounts for the highest proportion of the total cost of hydrogenation station, up to 30%. Although the energy density of hydrogen is very high, its gas density in the atmospheric state is very low, about 90g / m3. Therefore, all countries are studying the safe and efficient storage and transportation mode of hydrogen under high pressure, and the most important technology is hydrogen compression technology. At present, the compressors used in China’s hydrogenation stations mainly rely on imports, and the preliminary construction cost is high. With the development of domestic technology, the cost of compressor is expected to be lower in the future, and the construction cost of hydrogenation station will be lower and lower. Only when the construction cost of hydrogenation stations decreases can the number of hydrogenation stations be affordable, and the deadlock of purchasing hydrogenation services from a single source is expected to be broken.

In addition to the construction cost, the site selection of the hydrogenation station is also a very important factor. The site selection must take into account both safety and convenience, as well as economic efficiency. Previously, “hydrogen” was managed as industrial hazardous chemicals, and people always “talk about hydrogen color change”. Therefore, the construction of hydrogen refueling station must keep a certain safe distance from important public buildings, which also affects the construction speed of hydrogen refueling station.

Based on the above factors, the number of hydrogenation stations can not reach a certain amount, and hydrogenation services can only be purchased from a single source.
