The person in charge said that during the 14th Five Year Plan period, the national development and Reform Commission will actively work with relevant departments to strengthen system planning and top-level design, strengthen the guiding role of the government, further improve Beidou industry development support policies, strengthen supervision and management, and promote the high-quality development of Beidou industry.
The person in charge put forward five support policies: first, strengthen overall planning and coordination. According to the deployment of the CPC Central Committee and the State Council, the national development and Reform Commission took the lead in establishing an overall planning and coordination mechanism for the development of Beidou industry, and strengthened the overall planning and coordinated promotion of technology research, application landing, infrastructure construction, satellite frequency resource management, standard setting, intellectual property protection, security guarantee, talent team construction and international cooperation.
Second, improve laws and regulations. Study and formulate laws and regulations related to satellite navigation, standardize and promote satellite navigation activities, and improve laws and regulations on the construction, operation, supervision and management of various facilities and operation platforms such as ground-based enhancement system, so as to provide legal basis for Beidou application and industrial development.
Third, improve standards and norms. Accelerate the preparation and revision of relevant standards for Beidou application, and form a comprehensive, scientific and reasonable standard system. Establish and improve the Beidou product and service testing and certification system and quality supervision mechanism, and promote the construction of third-party testing, evaluation and supervision institutions. Promote the development of conformity assessment services such as product certification, and improve the certification and acceptance mechanism of the government, industry and society.
Fourth, strengthen government support. Organize and implement the major project of Beidou industrialization. Study and issue supporting policies for Beidou services, and actively guide social capital to provide financial support for high growth innovative enterprises. On the basis of commercial autonomy, guide financial institutions to increase credit support for Beidou industrial projects with strong driving force and wide benefits, and promote industrial investment institutions and guarantee institutions to increase financing guarantee support for Beidou related enterprises.
Fifth, do a good job in publicity and promotion. Release the white paper on the development of Beidou industry to publicize the application and industrial development of Beidou.
