The notice points out that in the area where large-scale wind power photovoltaic base is located, the planning and construction of pumped storage should be well connected and coordinated with the planning, project layout and transmission channel of large-scale wind power photovoltaic base, so as to promote power transmission. The development and reform commissions and energy bureaus of all provinces (autonomous regions and municipalities) are requested to speed up the approval of pumped storage projects in 2022 in accordance with the principle of doing everything they can to ensure the approval of a number of projects by the end of 2022, and do a good job in connection with the subsequent annual approval of the 14th five year plan, so as to promote the sound, rapid, large-scale and high-quality development of pumped storage.

The agency pointed out that the investment in the unit installed capacity of pumped storage is expected to be 5951.4 yuan per kilowatt. According to the calculation, the new investment in pumped storage will be 175.6 billion yuan and 520.8 billion yuan by 2025 and 2030 respectively.
