On April 2, the Ministry of science and technology and the all China Federation of industry and Commerce held a consultation meeting and a symposium on jointly cultivating leading enterprises in science and technology to deeply study and implement the thought of socialism with Chinese characteristics in the Xi Jinping new era, fully implement the major decisions of the CPC Central Committee and the State Council on scientific and technological innovation and the development of private economy, and jointly support private leading enterprises to create leading enterprises in science and technology and world-class enterprises Strengthen national strategic scientific and technological forces, listen to opinions and suggestions, and study and deploy policies and measures.
Wang Zhigang, secretary and Minister of the Party group of the Ministry of science and technology, and Xu Lejiang, deputy director of the central United Front Work Department and Secretary of the Party group of the all China Federation of industry and commerce, attended and spoke at the meeting. Shao Xinyu, member of the Party group and vice minister of the Ministry of science and technology, introduced the key work arrangements of the two departments to jointly support private leading enterprises to establish science and technology leading enterprises and strengthen national strategic science and technology forces. Wang Zhigang pointed out that the important directive spirit of Xi Jinping general secretary on strategic scientific and technological forces is the fundamental principle for us to improve the innovation ability of enterprises and accelerate the cultivation of leading scientific and technological enterprises and world-class enterprises in the new era. Private enterprises have become an important force to promote China’s scientific and technological innovation and the development of high-tech industries. They are an important part of the national innovation system. Cultivating and building private science and technology leading enterprises as national strategic science and technology forces is a realistic choice to achieve high-level scientific and technological self-reliance with Chinese characteristics. In recent years, the Ministry of science and technology and the all China Federation of industry and Commerce have continuously deepened cooperation to jointly support and guide private enterprises to improve their innovation ability. A number of private enterprises continue to increase R & D investment, take the lead in undertaking major national scientific and technological tasks, and play an important role in breaking through the key core technologies of the industry. The status and role of strategic scientific and technological forces are further highlighted.
Wang Zhigang stressed that in accordance with the strategic requirements of the “four orientations”, we should support private enterprises to establish science and technology leading enterprises and world-class enterprises, and strengthen strategic science and technology forces. Innovation does not ask the origin, who can do it. We should highlight the strategic positioning and give full play to the important role of private enterprises in tackling key core technologies. Strengthen the role of “problem setter” and “paper reader” of science and technology leading enterprises in major science and technology tasks. We should continue to improve the innovation ability of private enterprises and increase support for private enterprises in terms of innovation base, talent construction and scientific research investment. We should strengthen policy guidance and services, actively create a stable, transparent and predictable development environment for private enterprises, and enhance confidence in innovative development.
Wang Zhigang stressed that leading private science and technology enterprises should bear in mind the “great person of the country”, closely focus on the major needs of the country and bravely undertake missions and tasks. We should actively integrate the enterprise strategy into the national strategy and be determined to break through a number of major technical bottlenecks restricting national economy and social security. To promote entrepreneurship, private entrepreneurs should strive to become excellent entrepreneurs with international vision, scientific and technological quality and strategic vision. The Ministry of science and technology and the all China Federation of industry and Commerce will earnestly implement the regular consultation mechanism between the two departments, strengthen political guidance, and do a good job in the connection between private leading enterprises and the national science and technology strategy; Strengthen confidence guidance and optimize innovative services for private leading enterprises; Strengthen development guidance and support private leading enterprises to play the role of “source” of original technology; Strengthen responsibility leadership, support private leading enterprises to play the role of “chain leader” of the industrial chain, and jointly support private enterprises to make greater progress in creating science and technology leading enterprises and world-class enterprises.
Xu Lejiang pointed out that it is necessary to improve the political position, deeply study and implement the spirit of the important exposition of Xi Jinping general secretary on scientific and technological innovation and private economy, and take the series of decisions and arrangements of the CPC Central Committee on cultivating scientific and technological leading enterprises and strengthening national strategic scientific and technological forces as the fundamental guidance and support for private leading enterprises to establish scientific and technological leading enterprises. We should face up to practical problems and give full play to the important main role of scientific and technological innovation of private enterprises. At present, private enterprises have become an important subject of scientific and technological innovation. Some private leading enterprises have taken the initiative to connect with the national science and technology strategy and participated in the construction of national key R & D projects, major projects and national innovation platforms. At the same time, private enterprises still face some practical difficulties and problems, which need to be paid great attention to and effectively solved.
Xu Lejiang stressed that we should be pragmatic and innovative and jointly implement the key work arrangements. We should jointly strengthen the political guidance and ideological guidance of private enterprises, timely respond to the concerns of enterprises by strengthening the publicity and interpretation of policies, strengthen the national security education of private entrepreneurs, guide private economic people to fully understand the decision-making and deployment of the Party Central Committee, concentrate on development and settle down to business. We should jointly do a good job in risk prevention and resolution of private science and technology enterprises, pay close attention to relevant industries greatly affected by policies, and form a working cooperation through joint research, troubleshooting of potential risks of large private science and technology enterprises, participating in daily supervision and risk disposal of enterprises. We should jointly coordinate resources such as projects, bases, talents, funds and policies, give full play to the role of working mechanism and the organizational advantages of the Federation of industry and commerce, formulate personalized service support plans, and support private leading enterprises to create science and technology leading enterprises. We should jointly promote the solid implementation of science and technology policies, build a gradient cultivation system for private science and technology enterprises, and support the development and growth of innovative small and medium-sized enterprises.
At the meeting, comrades in charge of 9 private enterprises, including Wuhan Guide Infrared Co.Ltd(002414) , Yili, Xiaomi, Huawei, Baidu, JD, Sany group, Shouyao holdings, Beijing Dabeinong Technology Group Co.Ltd(002385) science and technology, made exchange speeches on the characteristic practices, work considerations, opinions and suggestions of strengthening the national strategic scientific and technological force.
