The “1 + 5” government service office of Binhai New Area actively undertakes 18 municipal government services

Tianjin North network : in order to further deepen the reform, opening-up and innovation of Binhai New Area and accelerate the high-quality development of Binhai New Area, the municipal government recently decided to delegate 18 municipal government services to Binhai New Area to further realize the “Binhai Affairs Office”.

On April 1, the undertaking ceremony of delegating municipal government services to Binhai New Area was held by video conference in the two-level government service centers in the urban area. Binhai New Area actively signed the entrustment and decentralization agreement with seven municipal departments including the Municipal Commission of housing and urban rural development to clarify the entrusted matters, the scope of authority exercised by the entrusted organ, the responsibilities assumed by both parties, etc. The convening of this meeting marks the formal entry into the implementation stage of decentralization at the municipal level.

The 18 municipal government affairs services delegated this time involve 7 departments, including the Municipal Commission of housing and urban rural development, the Municipal Bureau of justice, the Municipal Bureau of human resources and social security, the Municipal Education Commission, the Municipal Film Bureau, the Municipal Bureau of Commerce and the Municipal Press and Publication Bureau (the Municipal Copyright Bureau). According to the undertaking needs of the development zones, the Municipal Commission of housing and urban rural development, the Municipal Bureau of human resources and social security and the Municipal Education Commission also signed entrustment and decentralization agreements with the management committees of the development zones in accordance with the “1 + 5” model to promote the further extension of decentralization matters to the development zones. The effective undertaking of these municipal government services will become a strong driving force for the high-level opening and high-quality development of Binhai New Area.

Next, the administrative service office of the new area will actively connect with the municipal departments of the development zones to strengthen business learning and ensure continuous and smooth work. At the same time, give play to the advantages of relatively centralized administrative license reform in Binhai New Area, further optimize the work process, innovate the mode of examination and approval services, actively use the forms of promised examination and approval, making up for deficiencies, substituting letters for certificates, cross provincial general handling, etc., improve the efficiency of examination and approval, strengthen the linkage of examination and management, and ensure that the decentralized matters can be accepted and used well.
