In order to prevent covid-19 epidemic from being introduced into Beijing through imported cold chain food, according to the unified deployment of Beijing imported cold chain food epidemic prevention and control headquarters, Beijing Agricultural and rural system will start the on-site inspection of imported cold chain food entry checkpoints at 26 highway animal epidemic prevention supervision and inspection stations in the city from 0:00 on April 1, 2022, and spare no effort to install "safety valves" for imported cold chain food entry into Beijing. At present, all preparations are ready.
First, reasonably select the inspection bayonet. In mid and late March, the leaders of Beijing Municipal Bureau of agriculture and rural areas led a team to conduct a comprehensive investigation on the city's animal epidemic prevention supervision and inspection stations. After reporting to the Beijing imported cold chain food epidemic prevention and control headquarters for approval, 26 inspection stations were reasonably determined as the on-site inspection checkpoints for imported cold chain food in Beijing.
Second, organize on-site inspection and testing. Agricultural and rural departments took the lead in organizing market supervision, public security and other departments to carry out on-site inspection and testing in five districts based on the "Beijing cold chain" system to guide the optimization and upgrading of the "Beijing cold chain" system.
The third is to hold training for inspection personnel. Two training courses were held successively, focusing on the inspection policies and procedures of imported cold chain food in Beijing and the application of "Beijing cold chain" system. The staff of 26 road animal epidemic prevention supervision and inspection stations were comprehensively trained.
Fourth, establish relevant inspection system. The system of verification, registration, reporting and supervision of imported cold chain food in Beijing has been established. Led by relevant leaders of the Municipal Bureau of agriculture and rural areas, the on-site inspection on the implementation of checkpoint inspection in Beijing will be carried out from April 1.
The relevant person in charge of Beijing Municipal Bureau of agriculture and rural areas reminded that the operators and carriers of imported cold chain food should timely understand the inspection policies in Beijing to avoid inconvenience or loss:
First, we should know the scope. Be familiar with the scope of cold chain foods to be inspected, including imported cold chain foods such as imported frozen meat, imported frozen aquatic products and low-temperature fresh aquatic products, frozen grain products, frozen dairy products, frozen vegetables, frozen fruits, frozen drinks and other frozen foods, as well as 7 kinds of domestic cold chain aquatic products such as hairtail, flat fish, red shrimp, white shrimp, COD, Pasha fish and plaice.
Second, we should know the bayonet. The city has designated 26 highway animal epidemic prevention supervision and inspection stations as checkpoints for imported cold chain food to enter Beijing. Imported cold chain food and 7 kinds of domestic cold chain aquatic products must enter Beijing from the designated checkpoints.
Third, make an appointment first. If imported cold chain food is to be transported to Beijing, the carrier shall make an appointment in the "Beijing cold chain" system in advance, make an appointment for the time and checkpoint of entering Beijing, enter relevant information and upload relevant supporting documents.
Fourth, two certificates should be prepared. Before passing the Beijing checkpoint, prepare the nucleic acid test negative certificate and killing certificate of cold chain products for future reference, and carry the QR code automatically generated during the appointment for code scanning and verification.
Fifth, take the initiative to report. After arriving at the Beijing checkpoint, the carrier should first go to the public security checkpoint to accept the inspection of personnel and vehicles. Under the guidance of the public security department, the carrier should take the initiative to apply for "two certificates" at the animal epidemic prevention supervision and inspection station.
