On March 28, China UnionPay issued a document saying that in March, the national epidemic was in the critical stage, and the prevention and control situation was still complex and severe. In order to effectively ensure the continuous and stable operation of the payment and clearing system, ensure the smooth payment of the people during the epidemic period, and help reduce the operating costs of small and micro businesses, China UnionPay actively implemented the work requirements of the people’s Bank of China and took multiple measures to help prevent and control the epidemic.

First, start emergency response to ensure normal production order. In the face of this round of epidemic, the Party committee of China UnionPay attaches great importance to the comprehensive deployment, strictly and tightly implements various epidemic prevention and control measures, and makes every effort to ensure the safe and stable operation of business. At the same time, it deploys epidemic prevention materials and various security work and life of employees, so as to build a warm “protective barrier” for employees.

Second, stabilize the system operation and ensure smooth payment and clearing. The China UnionPay Information Center in Pudong New Area has been brightly lit. In the face of the severe and complex epidemic situation in Shanghai, more than 80 members of the emergency support team held their posts in turn, maintained the smooth operation of the inter-bank transfer and clearing system for 7 24 hours, and ensured the safety and stability of every transaction in the payment market.

From 5:00 on March 28, nucleic acid screening was carried out in batches in Shanghai, the headquarters of China UnionPay, bounded by the Huangpu River. In the face of this situation, in the case of shortage of closed management manpower deployment, the front-line departments of UnionPay urgently arranged personnel to be on duty late on the 27th.

Third, pay attention to people’s livelihood and launch epidemic prevention activities to benefit the people. Epidemic control, the people’s demand for remote and online payment is rising. The cloud flash payment app is launched in the “joint anti epidemic UnionPay in action” zone to carry out special activities to benefit the people by purchasing epidemic prevention and living materials such as rice, milk, hand sanitizer and wet paper towels online, and provide one-stop and digital “home service” together with JD home, Bailian home, Renrenle Commercial Group Co.Ltd(002336) home and other business platforms. In addition, in Shanghai, Jilin, Guangdong, Beijing and other parts of the country, China UnionPay, together with commercial banks, launched exclusive activities for local consumers to provide preferential supplies of rice flour, grain and oil, meat, poultry, egg and milk, fresh fruits and vegetables, epidemic prevention materials and other goods for local residents during the epidemic prevention and control period.

Fourth, continue to reduce fees and profits, and help entities reduce costs and increase efficiency. From September 30, 2021, UnionPay has jointly implemented the preferential service charge for bank card swiping with the issuing banks, and reduced the service charge of UnionPay for inter-bank transfer and remittance transactions of small and micro enterprise cards and unit settlement cards for three years. At the same time, China UnionPay, together with the majority of member institutions, launched the “help business and benefit the people – booming plan”, which continues to implement fee incentives for merchants’ UnionPay QR code collection transactions in industries with relatively concentrated small and micro merchants such as catering, retail and tourism.
