Development plan of traditional Chinese medicine in the 14th five year plan
In order to implement the decision-making and deployment of the CPC Central Committee and the State Council on the work of traditional Chinese medicine and clarify the development objectives, tasks and key measures of traditional Chinese medicine during the 14th Five Year Plan period, this plan is formulated in accordance with the 14th five year plan for national economic and social development of the people’s Republic of China and the outline of long-term objectives for 2035.
I. planning background
During the 13th Five Year Plan period, the top-level design for the development of traditional Chinese medicine was accelerated, the policy environment was continuously optimized, and the support was continuously strengthened. In 2017, the law of traditional Chinese medicine was implemented. In 2019, the CPC Central Committee and the State Council issued the opinions on promoting the inheritance, innovation and development of traditional Chinese medicine, and the State Council held the National Conference on traditional Chinese medicine. The service system of traditional Chinese medicine has been further improved. By the end of 2020, there are 5482 traditional Chinese medicine hospitals in China, 0.68 beds in public traditional Chinese medicine hospitals per 1000 people, 0.48 practicing (Assistant) doctors of traditional Chinese medicine in health institutions per 1000 people, 99% of community health service centers, 98% of township health centers, 90.6% of community health service stations and 74.5% of village clinics can provide traditional Chinese medicine services, The proportion of public general hospitals above grade II with clinical departments of traditional Chinese medicine reached 86.75%, and the number of registered traditional Chinese medicine clinics reached 26000. The ability of inheritance and development of traditional Chinese medicine has been continuously enhanced. Clinical research on prevention and control of major chronic diseases and major infectious diseases such as cardiovascular disease, diabetes and so on has made positive progress. The researcher has won the national highest science and technology award, the training system of Chinese medicine talents has been continuously improved, the standardization construction of Chinese patent medicines and Chinese herbal medicine products has been promoted steadily, and the fourth national Chinese medicine resource census has basically been completed. The level of citizens’ health and cultural literacy of traditional Chinese medicine reached 20.69%. The opening-up and development of traditional Chinese medicine has achieved positive results, which has spread to 196 countries and regions, and the total import and export trade of traditional Chinese medicine commodities has increased significantly. Especially since the outbreak of covid-19 pneumonia, we have adhered to the combination of traditional Chinese and Western medicine and the combination of traditional Chinese and Western medicine. Traditional Chinese medicine has fully participated in the epidemic prevention, control and treatment, and made important contributions.
At present, the global COVID-19 pneumonia epidemic is still in a pandemic, new infectious diseases are emerging, the incidence rate of chronic diseases is increasing in China, and the traditional infectious disease prevention and control situation is still grim. With the economic and social development and the improvement of living standards, the people pay more attention to life safety and health quality. The demand for health is growing, and presents the characteristics of diversification and differentiation. To effectively respond to a variety of health challenges and better meet the health needs of the people, there is an urgent need to accelerate the development of traditional Chinese medicine and give better play to its unique advantages in the construction of a healthy China. At the same time, it should also be noted that the unbalanced and insufficient development of traditional Chinese medicine is still prominent, the overall shortage of high-quality medical service resources of traditional Chinese medicine, the service capacity of grass-roots traditional Chinese medicine is still weak, the synergy of traditional Chinese and Western medicine is not enough, the mechanism of traditional Chinese medicine participating in public health and emergency treatment needs to be improved, the ability of inheritance and innovation needs to be continuously enhanced, the quality of traditional Chinese medicine is mixed, and the quality of training talents with characteristics of traditional Chinese medicine still needs to be improved, The policy system in line with the characteristics of traditional Chinese medicine needs to be further improved.
II. General requirements
(I) guiding ideology. Guided by Xi Jinping the thought of socialism with Chinese characteristics for a new era, we will thoroughly implement the spirit of the 19th CPC National Congress and all previous plenary sessions of the 19th CPC National Congress, comprehensively promote the overall layout of “five in one”, coordinate the promotion of the strategic layout of “four comprehensives”, earnestly implement the decisions and arrangements of the CPC Central Committee and the State Council, adhere to the general tone of seeking progress while maintaining stability, fully, accurately and comprehensively implement the new development concept and build a new development pattern based on the new development stage, Adhering to the equal emphasis on both Chinese and Western medicine, carrying out the essence and keeping the initiative, implementing the major projects of revitalizing and developing the Chinese medicine, reinforcing the weaknesses, strengthening the weak, promoting the advantages and activating the forces of traditional Chinese medicine, promoting the integration of Chinese medicine and modern science, promoting the complementary and coordinated development of Chinese medicine and Western medicine, promoting the modernization and industrialization of Chinese medicine, promoting the development of high-quality Chinese medicine and going to the world, and promoting the healthy development of China in an all-round way. (II) basic principles.
We should focus on the people. Put the people’s life safety and health first, strengthen the construction of service system and talent team, improve the service capacity of traditional Chinese medicine, give full play to the important role of traditional Chinese medicine in the prevention of diseases, the treatment of major diseases and the rehabilitation of diseases, and ensure the people’s health in an all-round and all-round way.
Adhere to the law of development. We should correctly grasp the relationship between inheritance and innovation, adhere to the original thinking of Chinese medicine, persist in creative transformation and innovative development, pay attention to the use of modern science and technology and methods, thoroughly explore the essence of Chinese medicine, form new characteristics and new advantages in the process of innovation, and promote the development of Chinese medicine characteristics.
We will continue to deepen reform and innovation. Remove institutional mechanisms and policy barriers, improve policy measures and evaluation standard system, continue to promote reform and innovation in the field of traditional Chinese medicine, establish a service system, service mode, management mode and talent training mode in line with the characteristics of traditional Chinese medicine, and promote the high-quality development of the cause and industry of traditional Chinese medicine.
Adhere to overall planning and coordination. We should pay equal attention to traditional Chinese and Western medicine, improve the ability of integrating traditional Chinese and Western medicine, promote complementary advantages and jointly safeguard people’s health. Make overall plans to promote traditional Chinese medicine services, talents, inheritance and innovation, industry, culture, open development and deepening reform, so as to form a joint force to promote the development of traditional Chinese medicine.

(I) build a high-quality and efficient service system of traditional Chinese medicine.

Relying on traditional Chinese medicine hospitals with strong comprehensive strength and high management level, build a number of national traditional Chinese medicine centers, which represent the national first-class level in the diagnosis and treatment of difficult and critical diseases, the cultivation of high-level traditional Chinese medicine talents, high-level research and innovation transformation, the solution of major public health problems, modern hospital management, international exchange of traditional medicine, etc. Take the national high-level traditional Chinese medicine hospitals as output hospitals, promote the construction project of national regional medical centers, and set up sub centers and branches in provinces where there is a shortage of high-quality traditional Chinese medicine resources or patients transfer to other countries for medical treatment, so as to promote the expansion and balanced layout of high-quality traditional Chinese medicine medical resources.

Strengthen the construction of all kinds of TCM hospitals at all levels, strengthen the hospital management mode and service functions focusing on TCM services, standardize the setting of departments, promote the implementation of construction standards, make up for the shortcomings of unbalanced resource allocation, optimize the medical environment and continuously improve infrastructure conditions. Build a number of key hospitals with traditional Chinese medicine characteristics. Improve the comprehensive service capacity of prefecture and municipal TCM hospitals. Support TCM hospitals to take the lead in establishing medical consortia.
\u3000\u30003. Strengthen the grass-roots traditional Chinese medicine service network. XIV. Comprehensively improve the ability of grass-roots health care and treatment of diseases in the field of traditional Chinese medicine. We will continue to strengthen the construction of county run TCM medical institutions and basically achieve full coverage of county run TCM medical institutions. Strengthen the construction of traditional Chinese medicine departments in grass-roots medical and health institutions, and strive to set up traditional Chinese medicine centers and equip traditional Chinese medicine doctors in all community health service centers and township health centers. 100% of community health service stations and more than 80% of village clinics can provide traditional Chinese medicine services. Implement the famous doctor’s Hall project and build a group of high-quality traditional Chinese medicine institutions operated by famous doctors. We will encourage qualified professional and technical personnel of traditional Chinese medicine, especially famous traditional Chinese medicine practitioners, to set up TCM clinics. Encourage qualified TCM clinics to set up family doctor teams to carry out contract services. Promote the management level of TCM outpatient departments and clinics.

We will strengthen the construction of TCM clinical departments and TCM rooms in general hospitals, specialized hospitals and maternal and child health care institutions, and set up TCM ward areas and TCM Comprehensive treatment areas in public general hospitals above level II where conditions permit. Encourage social medical institutions to set up TCM departments.

Improve the ability of disease prevention. We will implement the health promotion action of traditional Chinese medicine and promote the upgrading of the health project of traditional Chinese medicine to treat and prevent diseases. Carry out the prevention and treatment of children and adolescents’ myopia, scoliosis, obesity and other appropriate traditional Chinese medicine technologies. Standardize the construction of prevention and treatment departments in TCM hospitals above level II. Promote the concept and methods of traditional Chinese medicine in preventing diseases in maternal and child health care institutions at all levels. We will continue to implement the action of integrated traditional Chinese and Western medicine in the prevention and treatment of cancer and speed up the construction of a network of traditional Chinese medicine for the prevention and treatment of cancer. We will promote a number of TCM intervention programs for disease prevention, and formulate guidelines for the prevention and treatment of diabetes and hypertension at the grass-roots level. Optimize the health management services of traditional Chinese medicine in the national basic public health service projects, and encourage family doctors to provide contracted services of traditional Chinese medicine for treating and preventing diseases. We will continue to carry out the health management of traditional Chinese medicine for key groups such as children aged 0-36 months and the elderly over 65 years old, and gradually improve the coverage rate.
Enhance the ability of disease treatment. Carry out the construction of national advantageous specialties of traditional Chinese medicine, guided by meeting the clinical needs for the prevention and treatment of major and difficult diseases, and improve and strengthen the advantageous specialties of traditional Chinese medicine such as bone injury, anorectal, pediatrics, dermatology, gynecology, acupuncture, massage, spleen and stomach diseases, cardiovascular and cerebrovascular diseases, nephropathy, tumor and peripheral vascular diseases, so as to consolidate and expand the advantages and drive the development of characteristics. Formulate, improve and promote the implementation of a number of diagnosis and treatment schemes and clinical paths for dominant diseases of traditional Chinese medicine, and gradually improve the diagnosis and treatment ability and curative effect level of major and difficult diseases. Strengthen the administration of traditional Chinese medicine, implement the special comment system on prescriptions, and promote the rational use of traditional Chinese medicine. Encourage the construction of TCM medical technology center based on existing resources, excavate, sort out and promote the application of safe and effective TCM medical technology. Vigorously develop non drug therapy of traditional Chinese medicine and give full play to its unique role in the prevention and treatment of common diseases, frequently occurring diseases and chronic diseases. Strengthen characteristic rehabilitation ability. Implement the project to improve the ability of traditional Chinese medicine rehabilitation services. Relying on the existing resources, a number of traditional Chinese medicine rehabilitation centers will be arranged, and the construction of rehabilitation (Medicine) departments will be strengthened in traditional Chinese medicine hospitals above level II. All rehabilitation hospitals will be equipped with traditional rehabilitation treatment rooms, and other medical institutions providing rehabilitation services can generally provide traditional Chinese Medicine services. Explore a rehabilitation service model conducive to giving full play to the advantages of traditional Chinese medicine. Promote the integration of traditional Chinese medicine, Chinese traditional sports and modern rehabilitation technology, and develop rehabilitation medicine with Chinese characteristics. In view of chronic diseases such as cardiovascular and cerebrovascular diseases, diabetes, pneumoconiosis, and other chronic diseases and handicapped, a plan for promoting rehabilitation of Chinese medicine is formulated to promote the development of rehabilitation equipment for Chinese medicine. Vigorously carry out training and promote the rehabilitation technology of traditional Chinese medicine into communities, families and institutions.

Improve the system of traditional Chinese medicine participating in emergency management. In the revision of laws and regulations such as the law on the prevention and control of infectious diseases and the law on the response to public health emergencies, we will study and include relevant contents such as adhering to the equal emphasis of traditional Chinese and Western medicine, the integration of traditional Chinese and Western medicine, the combination of traditional Chinese and Western medicine, and strengthening the construction of traditional Chinese medicine treatment capacity, so as to promote the establishment of effective mechanisms and promote traditional Chinese medicine to play a greater role in the prevention and control of emerging infectious diseases and the emergency response to public health events.
Strengthen the construction of emergency treatment capacity of traditional Chinese medicine. Relying on the high-level three-level class a TCM Hospital, build a national TCM epidemic prevention and control base covering all provinces, establish a TCM epidemic prevention and control team based on the base, and improve the emergency medical rescue capacity of TCM. The three level public hospitals of traditional Chinese medicine and integrated traditional Chinese and Western medicine hospitals (excluding Chinese medicine hospitals) all set up fever clinics, and strengthen infectious disease, emergency, critical care, breathing, testing and other related departments to enhance service capabilities.
Strengthen the support and guarantee of emergency treatment of traditional Chinese medicine. Strengthen the construction of emergency scientific research platform of traditional Chinese medicine, and reasonably arrange biosafety level III laboratories. We will strengthen the training of key talents of traditional Chinese medicine in response to major public health events and epidemic prevention and control, form a talent pool with sufficient personnel, reasonable structure and dynamic adjustment, and improve the public health emergency and severe treatment capacity of traditional Chinese medicine. Improve the supply mechanism of emergency materials of traditional Chinese medicine.
\u3000\u30003. Develop minority medicine. We will strengthen the construction of medical and medical institutions for ethnic minorities and improve the medical service capacity of ethnic minorities in grass-roots medical and health institutions in ethnic minority areas. Improve the infrastructure conditions of ethnic minority medical hospitals, and strengthen the construction of specialized capacity, preparation capacity and informatization capacity of ethnic minority medical hospitals. Encourage and support education, teacher education and continuing education in medical colleges and universities for ethnic minorities. Strengthen the inheritance and protection of ethnic minority medicine, continue to carry out the rescue and sorting of ethnic minority medicine literature, and promote theoretical and technological innovation.

Promote the coordinated development of traditional Chinese and Western medicine hospitals. Promote the integrated traditional Chinese and Western medicine medical model of “mechanism, team, measures and effectiveness” in general hospitals, integrate traditional Chinese medicine into the multi-disciplinary consultation system, strengthen the cooperation and collaborative research of traditional Chinese and Western medicine, and formulate and implement the integrated traditional Chinese and Western medicine diagnosis and treatment plan of “appropriate Chinese is Chinese and appropriate western is western”. Bring the coordinated development of traditional Chinese and Western medicine into hospital evaluation and performance appraisal of public hospitals. Promote the establishment of TCM clinical departments, TCM clinics and TCM beds in all tertiary general hospitals. Establish a performance evaluation index system in line with the characteristics and laws of integrated traditional Chinese and Western medicine hospitals, and revise the work guidelines of integrated traditional Chinese and Western medicine hospitals. Strengthen the construction of infrastructure such as business rooms in integrated traditional Chinese and Western medicine hospitals, and strengthen the allocation of equipment. Carry out the construction of disciplines and specialties of integrated traditional Chinese and Western medicine, and promote the reform and innovation of integrated traditional Chinese and Western medicine diagnosis and treatment mode.
Improve the service level of traditional Chinese medicine in relevant medical institutions. Guide specialized hospitals, infectious disease hospitals and maternal and child health care institutions to standardize the construction of clinical departments and traditional Chinese medicine rooms of traditional Chinese medicine, generally carry out traditional Chinese medicine services, innovate the service mode of traditional Chinese medicine, and strengthen the construction of advantageous specialties of traditional Chinese medicine in relevant fields. Optimize the service network of traditional Chinese medicine for women and children, and improve the ability of traditional Chinese medicine prevention and health care and disease diagnosis and treatment services for women and children.
\u3000\u30005. Optimize the medical service mode of traditional Chinese medicine. Improve the patient-centered service function, optimize the service process and methods, summarize and promote the comprehensive diagnosis and treatment mode of traditional Chinese medicine, the multi-disciplinary integrated diagnosis and treatment mode and the whole chain service mode integrating prevention, treatment and rehabilitation. Promote the construction of a “Trinity” of intelligent medical treatment, intelligent service and intelligent management. Build an Internet Hospital of traditional Chinese medicine and develop telemedicine and Internet diagnosis and treatment. We will continue to promote the “Internet plus medical health” and “five one” service actions. Deepen the cooperation between medicine and education, and further promote the reform and high-quality development of traditional Chinese medicine education. Establish a professional curriculum system of traditional Chinese medicine with traditional Chinese medicine curriculum as the main line and from China to the west, optimize the professional setting, curriculum setting and teaching material organization, add traditional Chinese medicine epidemic disease curriculum, increase the content of classic courses, and carry out the level examination of classic ability of traditional Chinese medicine. Strengthen the cultivation of traditional Chinese medicine thinking, establish an early follow-up and early clinical learning system, and run teacher inheritance education through the whole process of clinical practice teaching. Increase support for the reform and development of colleges and universities of traditional Chinese medicine jointly built by provinces (ministries) and bureaus, and promote the construction of about 100 first-class undergraduate majors in traditional Chinese medicine. Strengthen the construction of clinical teaching ability of traditional Chinese medicine, and improve the teaching ability of affiliated hospitals of colleges and universities and standardized training bases for traditional Chinese medicine doctors. Implement the training program for excellent teachers of traditional Chinese medicine. Relying on existing resources, support the construction of a number of high-level higher vocational schools and majors (groups) of traditional Chinese medicine.
\u3000\u30002. Strengthen the construction of talents with Chinese medicine characteristics. Implement the project of cultivating talents with Chinese medicine characteristics (Qihuang project). Build the brand of Qihuang scholars, continue to carry out projects such as the training of Qihuang scholars and the research and training of national clinical excellent talents of traditional Chinese medicine, and strengthen the high-level talent team with echelon connection of leading talents, excellent talents and backbone talents. Build a number of high-level key disciplines of traditional Chinese medicine. Build a talent training model in line with the characteristics of traditional Chinese medicine, develop the education of traditional Chinese medicine doctors, establish a apprenticeship system for senior traditional Chinese medicine doctors, link it with professional title evaluation, excellence and priority evaluation, and continue to promote the construction of national famous and old traditional Chinese medicine expert inheritance studio and national grass-roots famous and old traditional Chinese medicine expert inheritance studio. TCM talents in general hospitals, maternal and child health care hospitals and other medical institutions will be included in various TCM talent training projects. According to the requirements of “going down, staying and using”, strengthen the construction of grass-roots TCM talent team, reasonably determine the scale of rural order oriented free training of medical students majoring in traditional Chinese medicine according to the needs, and actively recruit TCM doctors in the special post plan of general practitioners. Promote the “county management and township use” of traditional Chinese medicine personnel, and explore and promote the connection between post rotation system and professional title evaluation. We should appropriately relax the conditions for the promotion of professional titles of traditional Chinese medicine doctors who have served the grass-roots level for a long time, commend, reward and evaluate excellent doctors, give preference to the front-line and difficult areas at the grass-roots level, and guide the flow of traditional Chinese medicine talents to the grass-roots level.
\u3000\u30003. Improve and implement the system of learning traditional Chinese medicine from western medicine. Carry out a nine-year pilot program of integrated traditional Chinese and Western medicine education. Increase the class hours of traditional Chinese medicine courses for clinical medicine majors, list traditional Chinese medicine courses as compulsory courses and graduation internships for undergraduate clinical medicine majors, and increase traditional Chinese medicine knowledge in the qualification examination of clinical doctors. Implement the policy requirements of allowing clinical medical students majoring in traditional Chinese medicine to participate in the qualification examination of integrated traditional Chinese and Western medicine doctors and the standardized training of traditional Chinese medicine doctors.
