After inspecting the disaster, Xi Jinping who was then deputy secretary of the Fujian provincial Party committee and acting governor, proposed that “it is time to consider thoroughly eradicating the water disaster in Mulan Creek”.
Flood control, science first. During his work in Fujian, Xi Jinping once cared about and investigated the management of Mulan River for 10 times, and specially invited Chinese authoritative water conservancy experts. Finally, he found the “soft platoon” technology, designed the first physical model for the management of Mulan River in China and conducted experiments.
In December 1999, Xi Jinping field investigation investigated the test results and considered that the conditions for commencement were met. In 2021, 99.2% of Fujian’s cities had excellent air days, and 97.3% of the major river basins had excellent water quality. The forest coverage rate remained the first in China for 43 consecutive years.
