In order to further implement the requirements of the Yunnan provincial government and relevant leaders for the development of parks in Yunnan Province, actively give full play to the leveraging role of special bonds of local governments and promote the infrastructure construction of various parks, recently, the Department of Commerce of Yunnan Province organized and held a training course on special bonds of Yunnan provincial business system and various parks.
According to the relevant person in charge of Yunnan Provincial Department of Commerce, the training course invited experts from relevant departments of the provincial development and Reform Commission and the Department of finance to deeply interpret the policies related to the issuance of special bonds of local governments. More than 260 people from the competent commercial departments of all States (cities), counties (districts) and free trade zones, economic development zones, border (cross) cooperation zones and comprehensive protection zones in Yunnan Province participated in the training.
At the training meeting, the bond center of Yunnan Provincial Department of Finance interpreted the policy requirements, management and use process, capital use supervision and performance of special bonds issued by local governments. The fixed assets investment department of Yunnan Provincial Development and Reform Commission introduced the issuance conditions, support direction, application process and precautions of special bonds issued by local governments, so as to strive for the use of special bonds of local governments for projects in parks across the province, expand financing channels To promote the construction of infrastructure projects in the park.
In the next step, Yunnan Provincial Department of Commerce will actively serve various open parks in the province to sort out and refine projects, fully support the park to expand financing channels in combination with the list of key projects in the national and provincial "14th five year plan", and increase efforts to promote the construction and development of the park by applying for special debts of local governments.
