Beijing: support the transformation of existing housing into affordable rental housing

On March 18, the general office of the Beijing Municipal People's government issued the notice on the implementation plan of Beijing on accelerating the development of affordable rental housing (hereinafter referred to as the notice), which proposed to strive to build and raise 400000 units (rooms) of affordable rental housing during the 14th Five Year Plan Period, accounting for 40% of the total new housing supply, and effectively alleviate the housing difficulties of new citizens, young people and other groups, so as to promote the realization of housing for the people of the whole city.

Specifically, in terms of organizing multi-body and multi-channel construction, the notice proposes that first, we should strengthen the use of collective operating construction land to build indemnificatory rental housing. Second, we should encourage the use of non residential housing stock to rebuild indemnificatory rental housing. Third, we should make overall use of the supporting land in the industrial park to build indemnificatory rental housing. Fourth, we should steadily use the land owned by enterprises and institutions to build indemnificatory rental housing. Fifth, we should use the newly supplied state-owned construction land to build indemnificatory rental housing. Sixth, we should support the transformation of existing housing into affordable rental housing.

"From the perspective of land planning, in addition to fully implementing the five construction channels specified by the state, the notice also puts forward 'supporting the transformation of existing housing into affordable rental housing' (mainly including several types of existing housing, such as surplus housing sources of affordable housing, other government idle housing, rural idle Homestead housing, etc.) , this move will undoubtedly further expand the supply of affordable rental housing, which fully reflects Beijing's determination to implement the goal of guaranteed rental housing and realize the government's comprehensive guarantee of people's livelihood. " Zhao ran said.

The reporter noted that the notice also pointed out that according to the actual situation, reasonably allocate residential public service facilities, appropriately increase the proportion of supporting commercial service facilities, up to 15% of the total building scale on the ground, and appropriately increase the shared space such as gym, canteen, library and reception hall, so as to better meet the working and living needs of new citizens, young people and other groups.

In Zhao Ran's view, by further clarifying the public service rights and interests enjoyed by the lessee, it is conducive to the popularization of the rental lifestyle.

In terms of standardizing operation and management, the notice puts forward that the rent of indemnificatory rental housing projects should be lower than the rent level of rental housing in the same area and the same quality market, which shall be evaluated and determined by the holding operation unit and reported to the municipal and district housing and urban rural construction (housing management) departments for the record. Among them, the indemnificatory rental housing constructed by using the self owned land of enterprises and institutions shall be priced at less than 10% of the rental of rental housing in the same area and the same quality market. In terms of supervision and management, it is proposed that indemnificatory rental housing shall not be listed for sale or sold in a disguised form in the name of long-term leasing, and it is strictly prohibited to operate in violation of regulations or defraud preferential policies in the name of indemnificatory rental housing. If the construction and operation unit of indemnificatory rental housing sells in violation of regulations, sells on behalf of rent, changes the purpose of indemnificatory rental housing, and increases the rent without authorization, it shall be handled by the municipal and district housing and urban rural construction (housing management) departments according to law, incorporated into the city's credit system, implemented joint punishment and cancelled the relevant preferential policies.

In addition, the notice also defines the support for affordable rental housing in terms of approval process, land, taxes, finance and other policies. For example, in terms of financial support policies, if the construction and operation unit of indemnificatory rental housing illegally sells, sells by rent or changes the purpose of indemnificatory rental housing, and increases the rent without authorization, the municipal and district housing and urban rural construction (housing management) departments shall deal with it according to law, incorporate it into the city's credit system, implement joint punishment, and cancel the relevant preferential policies.
