On January 6, the Ministry of agriculture and rural areas issued the national fishery development plan for the 14th five year plan (hereinafter referred to as the plan). According to the plan, by 2025, the total output of aquatic products will reach 69 million tons, China’s marine fishing output will be controlled within 10 million tons, the output value of fishery will reach 150 billion yuan, the output value of secondary and tertiary industries will account for more than 54%, and the income of fishermen will increase significantly.
The plan shows that by 2025, a number of national healthy aquaculture and ecological aquaculture demonstration areas and coastal fishing port economic zones will be built, and the qualified rate of veterinary drug residue monitoring of aquatic products from national origin will be more than 99%.
In terms of green ecological objectives, the plan mentioned that the foundation of the ten-year fishing ban policy, management, capacity and social foundation of the Yangtze River were fully consolidated, and the aquatic biological integrity index of the Yangtze River was improved. The closed fishing system was further improved, and the total amount management of marine fishery resources and the quota fishing system were promoted in an orderly manner. The tail water discharge of intensive aquaculture such as ponds and factories meets the relevant control requirements. The number of marine fishing motorized fishing vessels in China has achieved negative growth compared with 2020. Build a number of national marine pasture demonstration areas to proliferate and release more than 150 billion units of various aquatic seedlings and precious and endangered species.
In terms of scientific and technological innovation objectives, the plan shows that the level of fishery science and technology has been further improved, and the contribution rate of fishery science and technology progress has reached 67%. The national system for the protection and utilization of aquaculture germplasm resources has been preliminarily established, a number of new aquatic varieties have been cultivated, and the self-sufficiency rate of core provenances has reached 80%. The mechanization rate of aquaculture has reached more than 50%. Smart fishery has developed steadily, and the proportion of fishing vessels with new materials has further increased.
