The state no longer promotes the whole county? Should the development progress of distributed photovoltaic slow down? These rumors that appeared in the market last month now look more like false rumors.

At the whole county promotion partnership meeting of distributed PV opened this afternoon, many industry experts and central enterprises were still strongly optimistic about distributed PV and believed that the whole county promotion of distributed PV would play an important role in the national realization of the “double carbon” goal in the future.

Zhang Junjun, director of Cecep Solar Energy Co.Ltd(000591) power generation experiment and testing room of China Suzhou Electrical Apparatus Science Academy Co.Ltd(300215) New Energy Research Institute, said in his speech that the installed capacity of distributed power generation will continue to develop rapidly in the future. It is estimated that by the end of the 14th five year plan, the total installed capacity of distributed power generation will exceed 270 million KW, the distributed penetration rate will increase rapidly, and even more than 50% in some areas. The number of corresponding power stations is expected to exceed 7 million, the distribution network power supply is highly discrete, and the distribution network dispatching mode will change greatly.

In his opinion, from January to June 2021, 13.01 million kilowatts of new photovoltaic installed capacity will be added in China, including 5.36 million kilowatts of photovoltaic power stations and 7.65 million kilowatts of distributed photovoltaic. The latter has gradually become the main force of photovoltaic new installation. With the implementation of the policy of “promoting the whole county of roof distributed photovoltaic”, the proportion of distributed photovoltaic will continue to increase.

As the main force to complete the “double carbon” task, power generation groups of central enterprises and state-owned enterprises regard the promotion of distributed whole county as a good opportunity to expand development capacity. The state has determined to achieve the goal of dual control of energy consumption. Local governments at all levels are also under the pressure of dual control of energy consumption and will not relax control due to short-term factors. In this case, the distributed promotion of the whole county will be the best means to expand the development capacity.

Take Jiangsu as an example. Jiangsu Provincial Development and Reform Commission issued a notice last year, specifying that the structure of wind power and photovoltaic power generation will be further optimized during the 14th Five Year Plan period, focusing on the development of offshore wind power and photovoltaic power generation, and strictly controlling new onshore wind power projects. Li yashuai said that as an economically developed province, Jiangsu has precious land resources. Vigorously developing offshore wind power and onshore roof distributed photovoltaic is in line with the new energy development orientation of Jiangsu in the future.

The reporter learned from the bidding information of China power equipment information network that in the last week of 2021 alone, the state power investment launched the bidding of 434 MW distributed photovoltaic whole county promotion project. Since September 2021, the EPC fixed amount of industrial and commercial distributed photovoltaic projects has increased significantly, which is directly related to the promotion of distributed photovoltaic in the whole county. Especially last December, the fixed amount of distributed photovoltaic EPC reached a new high, reaching 1.85 GW. Among them, the distributed projects related to the promotion of the whole county are as high as 1.3 GW, indicating that the promotion projects of the whole county are getting better and better.

On December 28, 2021, the State Energy Group Jiangsu company held a county wide centralized photovoltaic commencement ceremony. The construction of 2 million KW photovoltaic projects in 12 of the 17 counties and districts in Jiangsu Province started simultaneously, and continued to sound the horn of new energy charge at the end of the year and the beginning of the year.

At the end of 2021, a large number of distributed photovoltaic projects in the whole county will be connected to the grid, including the 8 MW distributed project in Ninghua overseas Chinese Economic Development Zone of Huadian Group, the 30 MW distributed project in Gangnan District of Guigang City, Guangxi, the 26.3 MW distributed photovoltaic project in Linxia city, Gansu Province of the State Power Investment Corporation, and the 3.3 MW distributed photovoltaic project in Cangdong County, Hebei Province of the state energy group.

However, there are still some problems to be solved in the specific development process.

Li yashuai said that under the tide of photovoltaic, there are many photovoltaic investors and builders that industrial and commercial bosses and farmers can contact. If the government pushes a development enterprise, it is easy to cause public dissatisfaction. In addition, the distributed promotion of the whole county has many points and a wide range, many complaints from owners and miscellaneous coordination matters. Because the project involves many approval links and different roof forms, the employment cost of state-owned enterprises is high, and it is difficult to realize large-scale development in a short time without the help of external forces. The simultaneous development of multiple counties and districts is more difficult.

“The biggest difference between the promotion of distributed whole county and the promotion of single distributed project is that the former has the characteristics of top-level design, unified planning, step-by-step implementation and overall effectiveness. The development of the whole county must ensure the project development capacity and meet the development proportion of various scenarios, and can not blindly pursue benefits. It is necessary to realize the balance between basic benefits and development capacity.” Said Li yashuai.

He suggested that in the specific operation, first, we should rely on the government and be led and supported by the government; Second, state-owned enterprises should pay attention to increasing cooperation with private enterprises and local energy enterprises with strong distributed development strength in China. This is also a better way to speed up the opening of the distributed whole county market.

At the same time, distributed generation will also become an important factor affecting power grid security. According to Zhang Junjun, when the distributed photovoltaic grid connection is too centralized, it is easy to cause the parallel node or bus voltage to approach or exceed the upper voltage limit for a long time, resulting in the decline or damage of equipment insulation. The large-scale access of power electronic components such as photovoltaic converters to the power grid is also easy to lead to excessive power quality indicators such as harmonics, voltage flicker and three-phase imbalance.
