It is reported that in 2021, with the support of the Customs Department, Pudong New Area took the lead in carrying out the pilot reform of entry quarantine of biomedical special goods in China, established a closed-loop management mode for the import of special goods, and further expanded the scope of the pilot. At the same time, the construction of Shanghai cross-border trade big data platform was deeply carried out. Based on the results of supply chain security risk assessment, fast customs clearance was applied to nearly 1000 enterprises in Pudong New Area, and the overall import customs clearance time was reduced by 20%.
At present, the Pudong New Area has established a two-level working mechanism in the urban area, and the “white list” of the first batch of imported articles for biomedical R & D has been announced recently. At the same time, the Pudong New Area has also strengthened the support of tax reduction and exemption, exempted the import link tax on drugs for clinical research, and exempted the import link tax on self-use equipment imported by recognized R & D institutions.
With the support of the Customs Department, Pudong New Area also took the lead in carrying out the pilot of vacuum packaging collaborative inspection of integrated circuit enterprises. “The price of imported integrated circuit equipment is high. In order to protect these equipment from damage in the logistics link, on the one hand, it is necessary to keep the equipment in a vacuum state, on the other hand, it is necessary to pass customs quickly.” Zhou Limin, executive vice president of Shanghai Huali integrated circuit manufacturing Co., Ltd.
The pilot was launched. Through measures such as prior risk assessment and post risk management, the time for customs clearance and customs clearance of equipment required by enterprises was shortened from the original 14 days to about 3 days.
Focusing on building a leading area for socialist modernization, Pudong New Area will have a good development trend of international trade in 2021. Yang Chao, member of the Standing Committee of the Pudong New Area District Party committee and deputy head of the District, said that in 2021, the total import and export volume of Pudong New Area maintained double-digit growth, exceeding 2.3 trillion yuan. Among them, offshore trade took the lead in launching the “offshore link” platform in China to judge the authenticity of enterprises’ offshore trade behavior by introducing overseas customs declaration data and international shipping data.
In the next step, Pudong New Area will take the opportunity of the entry into force and implementation of the regional comprehensive economic partnership agreement (RCEP) to accelerate the development of offshore trade, digital trade, cross-border e-commerce and green low-carbon trade, and continue to expand and strengthen various import and export trade platforms.
