In order to thoroughly implement the important discussion of Xi Jinping general secretary on carbon peaking and carbon neutralization and the decision-making and deployment of the CPC Central Committee and the State Council, the following implementation opinions are put forward in combination with the actual situation of our province in accordance with the spirit of the opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peaking and carbon neutralization.
1、 General requirements
Guided by the Xi Jinping thought of socialism with Chinese characteristics in the new era, fully implement the spirit of the 19th CPC National Congress and all previous plenary sessions of the 19th CPC National Congress, deeply implement the Xi Jinping thought of ecological civilization, based on the new development stage, fully and accurately implement the new development concept, actively serve and integrate into the new development pattern, and integrate carbon peaking and carbon neutralization into the overall layout of economic and social development and ecological civilization construction, Implement the working principle of “national overall planning, saving priority, two wheel drive, internal and external unimpeded and risk prevention”, strengthen the system concept, scientifically grasp the relationship between development and emission reduction, overall and local, short-term and medium and long-term, and take the comprehensive green transformation of economic and social development as the guide, With green and low-carbon energy development as the key and driven by scientific, technological and institutional innovation, we will strive to adjust and optimize the industrial structure, energy structure and transportation structure, implement actions to reduce pollution and carbon and replace renewable energy in key industries, accelerate the formation of an industrial structure, production mode, lifestyle and spatial pattern that saves resources and protects the environment, and unswervingly give priority to ecology The green, low-carbon and high-quality development path provides strong support for building a strong modern economic province and a beautiful Hebei.
2、 Main objectives
By 2025, an economic system of green and low-carbon circular development will initially take shape. The energy consumption and carbon dioxide emission per unit of GDP in the province shall ensure the completion of the national targets; Non fossil energy consumption accounts for more than 13%; The forest coverage rate reached 36.5% and the forest volume reached 195 million cubic meters, laying a solid foundation for reaching the carbon peak by 2030.
By 2030, remarkable achievements will be made in the green transformation of economic and social development, and the energy efficiency of key energy consuming industries will reach the international advanced level. Energy consumption and carbon dioxide emissions per unit of GDP continued to decline significantly; Non fossil energy consumption accounts for more than 19%; The forest coverage rate will reach about 38%, and the forest volume will reach 220 million cubic meters, ensuring that the carbon peak will be reached by 2030.
By 2060, a green low-carbon circular economic system and a clean, low-carbon, safe and efficient energy system will be fully established, the overall energy utilization efficiency will be greatly improved, the proportion of non fossil energy consumption will be greatly increased, and the goal of carbon neutralization will be successfully achieved.
3、 We will further adjust and optimize the industrial structure and accelerate green transformation and development
(1) We will resolutely curb the blind development of high energy consumption and high emission projects. Strictly implement the regulations on capacity replacement in steel, cement, flat glass, coking and other industries, optimize the product structure, and prohibit new capacity. Reasonably control the production capacity of coal power, coal chemical industry, coal to oil and gas and other industries. Strictly implement the National Petrochemical layout plan and policies, and orderly implement the major petrochemical projects listed in the national plan. Strictly control the access of proposed projects, comprehensively investigate and clean up projects under construction, deeply tap potential stock projects, strengthen planning and industrial policy constraints, strictly approve and record, energy conservation review and environmental impact assessment, implement negative list management, classified disposal and dynamic monitoring for the increment of high energy consumption and high emission projects, and prohibit the construction of high energy consumption and high emission projects that do not meet the requirements.
(2) Fully promote the comprehensive green and low-carbon transformation of traditional industries. Carry out the “look back” of de capacity in key industries to consolidate the results of de capacity. We will implement actions to reduce pollution and carbon in key industries and accelerate green and low-carbon transformation and cleaner production in iron and steel, petrochemical and chemical industries, building materials and other industries. (3) Vigorously develop green and low-carbon industries. Accelerate the development of strategic emerging industries such as information intelligence, biomedicine and health, new energy, new materials and green environmental protection, and promote the deep integration of electronic information, Internet, big data, artificial intelligence and digital economy with various industries. Attract and gather international and Chinese high-end scientific and technological innovation resources, and build a number of low-carbon, zero carbon and negative carbon industrialization bases. Promote the extension of producer services to specialization and high-end value chain. Promote green product design, build a green manufacturing system and build a green supply chain.
4、 We will strengthen energy conservation and emission reduction and accelerate the construction of a clean, low-carbon, safe and efficient energy system
(4) Strengthen the dual control of energy consumption intensity and total amount. Strictly control energy consumption and carbon dioxide emission intensity, reasonably control the total energy consumption, and establish a total carbon dioxide emission control system. Establish energy budget management system. Do a good job in the overall connection between industrial layout, energy planning and major projects and the dual control goal of energy consumption. Strengthen the energy-saving review of fixed asset investment projects. New high energy consumption projects must comply with the national industrial policies and the energy efficiency must reach the advanced level of the industry. In areas with severe dual control of energy consumption, projects shall be delayed and limited, and energy consumption shall be replaced by the same amount or reduction. Strengthen the analysis and early warning of energy consumption and carbon dioxide emission control objectives, and strictly evaluate and assess. Strengthen the control of methane and other non-carbon dioxide greenhouse gases.
(5) Greatly improve energy efficiency. Further promote energy conservation in key areas such as industry, construction, transportation and public institutions, optimize the spatial layout and energy consumption structure of new infrastructure such as data centers, and improve the utilization efficiency of electric energy and the proportion of non fossil energy consumption. Strengthen energy conservation management of key energy users, and promote full coverage of on-line monitoring system for energy consumption of key energy users. Explore and carry out energy consumption output efficiency evaluation, and promote the flow of energy consumption elements to high-quality industries, enterprises and projects with high unit energy consumption output efficiency. Carry out energy efficiency benchmarking. Strengthen energy conservation supervision in key areas.
(6) Vigorously cut coal consumption. Further eliminate the backward production capacity of coal and electricity, replace with equal capacity, build large capacity and high parameter units, promote the upgrading and transformation of coal and electricity, orderly reduce the number of power generation hours and coal consumption, and promote the gradual transformation of coal and electricity to basic and regulated peak shaving power supply. Plan to build new transmission channels and significantly increase the proportion of renewable energy transferred in. Promote the substitution of electric energy and natural gas in industries, heating and other fields, and replace the coal combustion of boilers and industrial kilns. We will continue to focus on clean heating in rural areas and vigorously promote distributed photovoltaic heating. Delimit the no combustion zone for highly polluting fuels. Strictly implement the substitution policy of equal or reduced coal, and strictly control the new reconstruction and expansion coal consumption projects with new capacity. Strengthen the clean and efficient utilization of coal.
(7) Actively develop non fossil energy. We will implement renewable energy substitution, build megawatt photovoltaic power generation bases along Zhangjiakou, Chengde, Tangshan, Cangzhou and Taihang Mountains, vigorously develop distributed photovoltaic power generation, and promote the construction of megawatt wind power bases in Zhangjiakou and Chengde. Improve the consumption guarantee mechanism of renewable energy, promote the application of renewable energy in big data, hydrogen production and other industries, clean heating and public transportation, implement the integration of source, network, load and storage and complementary development of multiple energy, and improve the local consumption capacity of renewable energy. We will promote the construction of national hydrogen energy demonstration pilot projects and improve the capacity of hydrogen production, storage, transportation and use. Develop biomass energy, marine energy and geothermal energy according to local conditions. We will build key pumped storage projects and accelerate large-scale applications such as chemical energy storage and compressed air energy storage. Build a new power system suitable for large-scale access of high proportion of non fossil energy. Promote energy digitization and create “digital energy”.
(8) We will deepen institutional reform in the energy sector. Further promote the market-oriented reform of power, and improve the connection mechanism of medium and long-term market, spot market and auxiliary service market. We will promote the reform of the power grid system and clarify the market dominant position of incremental distribution networks, microgrids and distributed generators focusing on the consumption of renewable energy. Accelerate the formation of a new power installation development mechanism based on energy storage and peak shaving capacity. Improve the market-oriented operation mechanism of energy variety prices.
5、 Effectively adjust and optimize the transportation structure and accelerate the construction of low-carbon transportation system
(9) Speed up the adjustment of transportation structure. Build a green comprehensive transportation service pattern according to the principle of “water is water, land is land and air is air”. We will accelerate the construction of special railway lines for large industrial and mining enterprises, logistics parks, ports and terminals, improve the railway freight network, strengthen the “public to railway” and promote the orderly transfer of bulk goods and medium and long-distance goods from roads to railways and waterways. We will accelerate the development of multimodal transport and build a “dry port”. We will innovate the organizational form of cargo transportation and develop drop and hang transportation, joint distribution and unified warehouse and distribution. Optimize the passenger transport organization and guide the large-scale and intensive operation of passenger transport enterprises. Improve the postal and express service network and improve the efficiency of urban logistics distribution.
(10) Promote low-carbon transportation. We will strengthen the promotion of electric vehicles and continue to promote the electrification of urban public transport, taxi, municipal, urban distribution, postal express, railway freight yard, water transport wharf, airport and other vehicles. Accelerate the popularization and application of hydrogen fuel cell heavy trucks. We will speed up the elimination of old means of transport, and carry out standardized treatment of exhaust emissions from heavy diesel trucks.
(11) Build low-carbon infrastructure. The concept of green and low-carbon will run through the whole process of transportation infrastructure planning, design, construction and operation, and promote the overall layout, planning and construction of transportation infrastructure and new energy facilities. Improve the coverage and utilization rate of vehicle charging piles (stations) and promote the construction of hydrogenation stations. Implement the transformation of port shore power and airport land power.
(12) Create a green travel system. Strengthen rail transit links between cities in the province, speed up and create “Beijing, Tianjin and Hebei on the track”. Promote the urban green travel mode, continuously optimize the urban public transport network, promote the integration of urban and rural transportation, and speed up the construction of slow-moving facilities such as bicycle lanes and pedestrian footpaths. We will strengthen urban traffic congestion control.

(13) Promote the low-carbon transformation of urban and rural construction and management mode. Fully implement the green and low-carbon requirements in all links of urban and rural planning, construction and management. Promote urban cluster development and optimize urban spatial layout. Reasonably plan the development target of urban building area, and strictly control the construction of high energy consuming public buildings. Strengthen the management of building demolition and put an end to large-scale demolition and construction. Accelerate the construction of green communities. Promote green and low-carbon development in county and rural areas.
(14) Vigorously develop energy-saving and low-carbon buildings. New buildings will fully implement green building standards and promote energy-saving transformation of existing buildings. Vigorously develop near zero energy consumption buildings and form an industrial chain system. Gradually implement the quota management of building energy consumption. Comprehensively promote green and low-carbon building materials. We will promote the guidelines for rural housing construction and support the construction of green and environmentally friendly livable rural houses.
(15) Optimize the building energy consumption structure and construction mode. Promote the application of renewable energy buildings and carry out the pilot development of roof distributed photovoltaic in the whole county. Promote clean and low-carbon heating according to local conditions. Accelerate the process of electrification in the construction field. Vigorously develop steel structure buildings and promote prefabricated buildings to gradually become the main construction mode.
(16) Accelerate the formation of a green production and lifestyle. Comprehensively promote cleaner production, vigorously develop circular economy, strengthen comprehensive utilization of resources, and build a recycling system for waste materials. We will strengthen energy-saving and low-carbon education for the whole people, widely carry out actions to create a green life, advocate a simple, moderate, green and low-carbon lifestyle, effectively reduce energy consumption and save energy resources. We will actively cultivate a green consumer market and expand the supply and consumption of green and low-carbon products.
7、 We will strengthen the research, promotion and application of major green and Low-carbon Science and technology, and focus on breaking through key technologies
(17) We will strengthen basic research and the layout of cutting-edge technologies. Relying on first-class universities and first-class disciplines, build colleges and universities, improve the discipline layout, and encourage interdisciplinary and integrated research in physics, chemistry, materials, energy and power, electric power and other fields for carbon peak and carbon neutralization. Strengthen the basic theoretical research on the causes of climate change, forest and marine ecosystem carbon sink, low-carbon, zero carbon and negative carbon technology. Implement the special project of carbon neutralization and innovation of provincial carbon peak, and promote the tackling of key core technologies of green and low-carbon and the application demonstration of typical scenarios by means of “taking the lead”. Encourage the establishment of key green technology laboratories, technological innovation centers and scientific and technological resource sharing service platforms, promote the construction of major scientific research infrastructure, and strengthen the introduction and training of scientific research talents.
(18) Accelerate the R & D and application of advanced and applicable technologies. Focus on high carbon emission industries such as steel, coal power and cement, accelerate the layout of research projects on energy-saving and carbon reduction technologies, processes, materials, parts and equipment, and overcome a number of key common technologies. Further promote the R & D and promotion of advanced smart grid, photoelectric conversion efficiency improvement, energy storage, carbon capture, utilization and storage and other technical equipment. Accelerate the large-scale application of applicable technologies such as high-efficiency and energy-saving motors, waste heat and residual pressure utilization, large-scale photovoltaic and wind turbine generators, hydrogen energy production, transportation, storage and processing, and the integration of renewable energy and buildings. Support the technological innovation of green future industries such as artificial intelligence, virtual reality, quantum communication and blockchain.
8、 We will continue to consolidate and enhance carbon sink capacity and comprehensively promote the construction of ecological system
(19) Consolidate ecosystem carbon sink capacity. Implement the positioning of main functional areas and ecological function zones, strictly abide by the red line of ecological protection, strictly control the occupation of ecological space, and strictly protect all kinds of important ecosystems. Scientifically delimit the development boundary of cities and towns, strictly control the scale of new construction land, and comprehensively complete the comprehensive treatment of lost mine sites.
(20) Increase ecosystem carbon sequestration. We will promote key land greening projects such as the control of wind and sand sources in Beijing and Tianjin and the “Three North” shelter forest, and strengthen forest tending. Focusing on Bashang, Taihang and Yanshan regions, we will promote the control of desertified, degraded and salinized grasslands. Implement wetland restoration projects such as Baiyangdian Lake and Hengshui Lake. We will further promote the comprehensive treatment of groundwater overexploitation. Promote the regulation and restoration of “Blue Bay” and coastal zone, and implement blue carbon ecosystem restoration projects such as seagrass bed and salt marsh. 9、 Strengthen China’s international cooperation in green production capacity and improve the green and low-carbon development level of opening to the outside world

We will continue to optimize the trade structure, vigorously promote the export of high-quality, high-tech and high value-added green products, strictly control the export of high energy consuming and high emission products, and expand the import of green and low-carbon products, energy conservation and environmental protection services and environmental services.

10、 Orderly promote regional carbon peak and carbon neutralization, and accelerate the construction of demonstration areas
(23) Promote carbon peaking in an orderly manner. We will adhere to the principle of implementing policies by category, adjusting measures to local conditions, and linking up and down. We will promote the peak reaching in sub regions by stages and encourage qualified regions to take the lead in reaching the peak according to local resource endowment, industrial layout, development stage, total emission and other conditions. Support the establishment of carbon peak pilot park.
(24) Carry out carbon neutralization pilot. We will promote the implementation of a number of net zero emission and carbon neutralization demonstration projects such as large-scale energy storage, smart grid, distributed renewable energy, hydrogen energy and carbon capture, utilization and storage. Promote the circular transformation of the park and create a number of green factories and parks. We will carry out pilot projects in Zhangjiakou low-carbon Olympic Games area and near zero carbon area of xiong’an new area.
(25) Jointly promote the green and low-carbon transformation of Beijing Tianjin Hebei region. Strengthen ecological co construction and sharing, environmental joint prevention and treatment, and promote the synergy of pollution reduction and carbon reduction. We will explore the establishment of a carbon emission sharing mechanism to ease Beijing’s non capital functions. Build the whole industrial chain of hydrogen energy production, storage, transportation and utilization in Beijing, Tianjin and Hebei, and build a hydrogen fuel cell heavy truck freight corridor. We will strengthen docking and cooperation in the development and utilization of renewable energy, green and low-carbon transformation of high carbon emission industries, industrialization and application of low-carbon, zero carbon and negative carbon technologies, and promote the formation of a regional industrial system and energy system characterized by green and low carbon.

(26) Improve local laws and regulations. Comprehensively clean up the contents of current local laws and regulations that are incompatible with carbon peak and carbon neutralization. Study and formulate special regulations on carbon peak and carbon neutralization. In the process of revising the laws and regulations on resource and energy conservation and utilization, urban and rural planning and construction, ecological and environmental protection, the content suitable for carbon peak and carbon neutralization shall be added.
(27) Improve the standard measurement system. Formulate and revise a number of local standards for energy consumption quotas that are stricter than mandatory national standards, and improve building energy efficiency and green building standards. We will implement a unified and standardized carbon accounting system and accelerate the improvement of carbon emission verification and accounting standards for regions, industries, enterprises and products. Implement the low-carbon product identification system. Carbon emission assessment shall be added in environmental impact assessment as required.
(28) Improve statistical monitoring capacity. We will improve the statistical monitoring and measurement system for energy consumption in key industries. Establish an ecological carbon sequestration monitoring and accounting system, carry out ecosystem carbon sequestration background investigation and reserve evaluation, and monitor and evaluate the effectiveness of ecological protection and restoration of carbon sequestration. Carry out investigation on the distribution of marine carbon sink ecosystem.
(29) Implement classified guidance. Areas with light industrial structure, excellent energy structure and carbon emission intensity lower than the average level of the whole province should benchmark advanced standards, adhere to green and low-carbon development, and strive to take the lead in achieving carbon peak. Regions and resource-based regions with more emphasis on industrial structure, more coal in energy structure and higher carbon emission intensity than the average level of the whole province shall be stricter than the national standards, vigorously optimize and adjust the industrial structure and energy structure, and strive to achieve carbon peak at the same time with the whole province.
12、 We will further optimize policy mechanisms and give full play to the role of the market in allocating energy resources
(30) Improve investment and financing policies. Strictly control the investment in production capacity projects in coal power, steel, cement, petrochemical and other industries, and increase support for energy conservation and environmental protection, new energy, green buildings, low-carbon transportation, carbon capture, utilization and storage. Fully implement green credit guidelines, energy efficiency credit and other systems. Support the issuance of green corporate bonds. Encourage innovation in green insurance products and services. Set up provincial low-carbon Transformation Fund.
(31) Improve fiscal and tax policies. Finance at all levels should increase support for green carbon reduction projects and technology research and development. Implement government green procurement standards and strengthen government procurement of green and low-carbon products. We will strengthen the implementation of preferential green and low-carbon tax policies.
(32) Improve the price policy. We will optimize the environmental protection electricity price policy, implement punitive electricity prices for energy users whose energy consumption exceeds the energy consumption limit standard for unit products, implement differential electricity prices for high energy consuming industries according to restricted and encouraged categories, and strictly prohibit preferential electricity prices for high energy consuming, high emission and resource-based industries. Refine the policies of residential step price and time of use price.
(33) Improve the market mechanism. Actively establish China xiong’an Green Exchange and promote Beijing and xiong’an to jointly strive for the establishment of a national CCER trading market. Actively participate in the construction of the national carbon emission trading market, scientifically allocate carbon emission quotas, and organize enterprises in key industries to enter the market for trading, perform and pay off. We will improve the carbon sequestration compensation and trading mechanism and accelerate the cultivation of carbon emission reduction services. Improve the paid use and trading system of energy use rights, promote the “one-stop” contract energy management service mode, and promote the development of energy-saving service industry.
13、 We will effectively strengthen the organization and implementation, and coordinate the supervision and assessment
(34) Strengthen organization and coordination. Resolutely implement the requirements of strengthening the centralized and unified leadership of the CPC Central Committee on carbon peak and carbon neutralization, the provincial Party committee and the provincial government put an important position in actively and steadily promoting carbon peak and carbon neutralization, and the provincial carbon peak and carbon neutralization leading group made overall deployment and systematically promoted relevant work. The leading group office shall strengthen overall planning and coordination, regularly dispatch the work of relevant departments, key fields and key industries, and urge the implementation of objectives and tasks.
(35) Strengthen the implementation of responsibilities. Strictly implement the “same responsibility of the party and the government”. All relevant departments in all localities should deeply understand the importance, urgency and complexity of carbon peak and carbon neutralization, earnestly shoulder their political responsibilities, implement the tasks according to the work objectives, key tasks and division of responsibilities determined in the implementation opinions, and ensure that policies, measures and results are in place. Relevant provincial departments shall formulate the implementation plan and special plan for the province’s carbon peak, and all cities (including Dingzhou and Xinji) and xiong’an New Area shall refine the implementation measures to effectively promote carbon peak and carbon neutralization in an orderly and effective manner.
(36) Strengthen planning connection. Integrate the strategic orientation and objective requirements of carbon peak and carbon neutralization throughout the whole process and all fields of economic and social development, integrate into the preparation and implementation of the provincial National Economic and social development plan, and strengthen the support and guarantee of land space planning, special planning, regional planning and city and county planning for carbon peak and carbon neutralization. Strengthen the connection and coordination of various plans at all levels to ensure that the main objectives, development direction, major policies and major projects of carbon peaking and carbon neutralization are coordinated in all areas.
(37) Strengthen emergency support. Strict energy security risk control, strengthen the construction of emergency standby and peak shaving power supply, and ensure the smooth transition from traditional energy to new energy. Improve the energy operation monitoring and early warning mechanism, strengthen the coordinated dispatching of coal, electricity, oil and gas transportation, establish an emergency support plan system, and improve the coal, oil and nat
