On January 5, the Hebei provincial Party committee and the Hebei provincial government issued the implementation opinions on completely, accurately and comprehensively implementing the new development concept and earnestly doing a good job in carbon peak and carbon neutralization (hereinafter referred to as the Implementation Opinions), which is the first province in China to issue the implementation opinions on “double carbon”. The implementation opinions revealed that Hebei will actively establish China xiong’an Green Exchange and promote Beijing and xiong’an to jointly strive for the establishment of a national CCER trading market.
According to the implementation opinions, by 2025, the economic system of green and low-carbon circular development in Hebei Province will initially take shape, and the energy consumption and carbon dioxide emission per unit of GDP in Hebei Province will ensure the completion of the national targets; Non fossil energy consumption accounts for more than 13%; The forest coverage rate reached 36.5% and the forest volume reached 195 million cubic meters, laying a solid foundation for reaching the carbon peak by 2030.
By 2030, remarkable achievements will be made in the green transformation of economic and social development, and the energy efficiency of key energy consuming industries will reach the international advanced level. Energy consumption and carbon dioxide emissions per unit of GDP continued to decline significantly; Non fossil energy consumption accounts for more than 19%; The forest coverage rate will reach about 38%, and the forest volume will reach 220 million cubic meters, ensuring that the carbon peak will be reached by 2030.
By 2060, a green low-carbon circular economic system and a clean, low-carbon, safe and efficient energy system will be fully established, the overall energy utilization efficiency will be greatly improved, the proportion of non fossil energy consumption will be greatly increased, and the goal of carbon neutralization will be successfully achieved.
The implementation opinions put forward 38 measures from the aspects of accelerating green transformation and development, accelerating the construction of low-carbon transportation system, and strengthening the research, promotion and application of major green and Low-carbon Science and technology. Among them, in terms of vigorously developing green and low-carbon industries, the implementation opinions pointed out that Hebei will accelerate the development of strategic emerging industries such as information intelligence, biomedical health, new energy, new materials and green environmental protection, and promote the deep integration of electronic information, Internet, big data, artificial intelligence and digital economy with various industries.
At the same time, Hebei will also actively develop non fossil energy, implement renewable energy substitution actions, build megawatt photovoltaic power generation bases along Zhangjiakou, Chengde, Tangshan, Cangzhou and Taihang Mountains, vigorously develop distributed photovoltaic power generation, and promote the construction of ten million kilowatt wind power bases in Zhangjiakou and Chengde.
The implementation opinions pointed out that Hebei will also carry out carbon neutralization pilot projects and promote the implementation of a number of net zero emission and carbon neutralization demonstration projects such as large-scale energy storage, smart grid, distributed renewable energy, hydrogen energy and carbon capture, utilization and storage. Zhangjiakou low-carbon Olympic competition area and near zero carbon area of xiong’an new area were piloted.
In terms of policy mechanism optimization, the implementation opinions pointed out that Hebei will improve investment and financing policies, strictly control coal power, steel, cement, petrochemical and other industries, expand production capacity project investment, and increase support for energy conservation and environmental protection, new energy, green building, low-carbon transportation, carbon capture, utilization and storage.
In terms of price policy improvement, Hebei will optimize the environmental protection electricity price policy, implement punitive electricity prices for energy users whose energy consumption exceeds the energy consumption limit standard per unit product, implement differential electricity prices for high energy consuming industries according to restricted and encouraged categories, and strictly prohibit the implementation of electricity price concessions for high energy consuming, high emission and resource-based industries.
In terms of improving the market mechanism, in addition to actively promoting China xiong’an Green Exchange and promoting Beijing and xiong’an to jointly strive for the establishment of a national CCER trading market, Hebei will also actively participate in the construction of the national carbon emission trading market, scientifically allocate carbon emission quotas, and organize enterprises in key industries to enter the market for trading, perform the contract and pay off. We will improve the carbon sequestration compensation and trading mechanism and accelerate the cultivation of carbon emission reduction services. Improve the paid use and trading system of energy use rights, promote the “one-stop” contract energy management service mode, and promote the development of energy-saving service industry.
