The fifth session of the Eleventh National People’s Congress of the Tibet Autonomous Region was held in Lhasa from January 4 to 7. The new measures for people’s livelihood in this year’s government work report are of concern. Many hot spots, focal points and difficulties in people’s life have received positive responses in the report “practical things for people’s livelihood”. The government work report intensively launched the following 38 practical things for people’s livelihood.
1. Make up the short boards of urban roads, water supply and drainage, natural gas pipelines and other facilities to realize the full coverage of urban sewage pipe network.
2. Take multiple measures to solve the problems of urban traffic congestion and “difficult parking”.
3. Enhance the endogenous development momentum, do a good job in the follow-up assistance for relocation, and ensure that each centralized resettlement site above designated size has at least one supporting industry with good market efficiency and strong driving effect, so that the people can live stably, have employment, integrate and gradually become rich.
4. 96 rural highway projects were implemented, and 95% of townships and 78% of organic villages were connected to hardened roads.
5. Promote the transformation of household toilets in agricultural and pastoral areas according to local conditions, and improve the capacity of domestic waste collection in villages, transportation in townships and treatment in counties.
6. Coordinate the planning and construction of towns and villages in the county, create 100 more beautiful and livable demonstration villages, consolidate and improve 100, and strive to solve the problem of “there are new houses but no new villages, and there are new villages but no new looks”.
7. Implement the water supply guarantee and improvement project for 180000 people in agricultural and pastoral areas, and strive to solve the problem of seasonal water cut-off in high-altitude areas.
8. We will deepen the “n + 3” job promotion model, implement the enterprise employment plan for 5000 fresh college graduates, promote “group” employment outside the region, and ensure that the employment rate of college graduates outside the region is more than 10% and the overall employment rate is more than 95%.
9. 500 skilled technicians were trained and 100000 farmers and herdsmen were trained. More than 600000 farmers and herdsmen have been transferred for employment, 360000 labor organizations have been exported, and the labor income is more than 5 billion yuan.
10. We will create 100 demonstration schools for national unity and progress and promote the popularization and inclusive development of preschool education.
11. We will promote the plan to improve the quality and quality of vocational education and implement the action to revitalize higher education in Tibet.
12. We will implement 15 years of public education, stabilize the student subsidy policy, and raise the per capita standard of “Three Guarantees” of education by 240 yuan.
13. We will deepen the reform of the “three medical services”, build a medical community, promote the provincial overall planning of basic medical insurance for urban and rural residents, improve the medical insurance and relief policies for major diseases, and implement the outpatient mutual assistance guarantee of basic medical insurance for employees.
14. Realize the coverage of physical examination for urban and rural residents.
15. Implement screening and treatment of women’s “two cancers”.
16. Carry out voluntary free vaccination against HPV vaccine for girls aged 13-14, the elderly over 60 and primary and secondary school students.
17. Popularize healthy tea.
18. We will further promote cultural “moistening the border” and implement the action of benefiting the people with culture.
19. We will promote a new generation of live satellite radio and television in agricultural and pastoral areas.
20. Increase the social opening of stadiums (gymnasiums).
21. Transform 31 old urban communities and 5500 shantytowns, and build 1728 sets of public rental houses and 852 sets of indemnificatory rental houses.
22. Implement central heating projects in five counties with an altitude of more than 4000 meters.
23. Solve the heating problem of 78 schools and 13 regional central hospitals.
24. Pilot promotion of hot Kang in high-altitude agricultural and pastoral areas.
25. Establish a multi-level elderly care service system based on home, supported by community and supplemented by institutions.
26. The health allowance for the elderly will be increased by another 200 yuan.
27. Improve policies and measures to encourage “three children” and promote infant care services.
28. Comprehensively carry out the protection of minors, strengthen the care for children in distress and take care of their healthy growth.
29. Implement temporary price subsidies for people in difficulty.
30. The basic medical insurance subsidy for urban and rural residents was increased by 30 yuan per capita.
31. The subsidy for basic public health services was increased by 5 yuan per capita.
32. The basic old-age insurance for urban and rural residents will be increased by 10 yuan per capita.
33. The minimum living security standard of residents will be increased by 200 yuan per capita in urban areas and 100 yuan per capita in rural areas.
34. The standard of assistance and support for the extremely poor will be increased by 150 yuan per capita per year for decentralized support in rural areas, and 260 yuan per capita per year for centralized support and decentralized support in urban areas.
35. The main works of 12 highway projects have been completed, and 36 villages have access to hardened roads.
36. Strengthen the edge fixation of smart radio and television, further eliminate the blind area covered by the power grid, and continuously improve the production and living conditions.
37. Implement the oxygen supply project for counties and towns above 3500 meters above sea level.
