Recently, Beijing officially issued the "major infrastructure development plan of Beijing during the 14th five year plan" to further improve the spatial structure and functional layout of infrastructure. In terms of transportation development, the plan proposes to initially build a 2-hour transportation circle of Beijing Tianjin Hebei Urban Agglomeration and a 1-hour commuter circle of Beijing metropolitan area. The total mileage of rail transit (including suburban railways) in the city will reach 1600 kilometers, the total mileage of expressways will reach 1300 kilometers, and the operating mileage of suburban railways will strive to reach 600 kilometers. In the development of water affairs, the plan proposes that by the end of the 14th Five Year Plan period, the water consumption per unit of GDP in Beijing will be reduced to less than 10 cubic meters per 10000 yuan, the total annual water consumption for production and living will be controlled within 3 billion cubic meters, and the annual exploitation of groundwater will be reduced to about 1.4 billion cubic meters. Yi Feng, deputy director of the Beijing Municipal Bureau of water affairs, said that the compliance rate of sponge cities in the city's built-up areas will reach more than 40%, and the ponding points in the main urban areas will be dynamically cleared to solve the problem of "looking at the sea in the city".
In terms of landscaping, Beijing's forest coverage rate will reach 45%, the coverage rate of 500 meter service radius of park green space will reach 90%, the per capita park green space area of the city's built-up area will reach 16.7 square meters, the city's Forest Reserve will reach 34.5 million cubic meters, and the annual carbon sequestration of forest green space will reach 10 million tons.
In terms of energy consumption and development mode, the plan proposes to strive to control the total energy consumption at about 80.5 million tons of standard coal during the 14th Five Year Plan period, and the total carbon dioxide emission will be stable after reaching the peak. The proportion of green travel in the central urban area reached 76.5%, and the consumption of renewable energy accounted for more than 14.4%.
It is reported that the plan fully implements the requirements of "forming a functional system with moderately advanced capital infrastructure, mutual connection and meeting future needs", and increases six monitored and perceptible indicators such as the proportion of 45 minute commuting trips in the central urban area from the perspective of people's perception. At the same time, focus on the phased characteristics and requirements of the capital's development, such as "reduced development" and "green and low-carbon", so as to provide guarantee for the better operation of the capital city and high-quality economic and social development with higher quality infrastructure.
