On January 1, 2022, Changsha Customs handled 13 RCEP certificates of origin for export enterprises in Xiangxi Tujia and Miao Autonomous Prefecture, Zhuzhou, Huaihua, Yongzhou, Yiyang, Shaoshan and other places, with a visa amount of nearly US $3.5 million. It is expected that enterprises can enjoy a tariff reduction of about RMB 100000 in the destination country.

Among them, Xiangxi customs under Changsha Customs issued Hunan’s first RCEP certificate of origin for the US $2.78 million electrolytic manganese sheet exported by Xiangxi Fengda Alloy Technology Co., Ltd. to Japan. With this certificate, enterprises can enjoy tariff concessions of nearly 40000 yuan in the destination country. Guo Dan, business manager of Xiangxi Fengda Alloy Technology Co., Ltd., introduced: “The five batches of goods we exported years ago are still in the process of shipping, just in time for the preferential policy of RCEP tariff reduction. The tax rate of electrolytic manganese sheet exported to Japan is reduced from 3% to 2.8%. After the customs issues the certificate, we immediately express it to Japanese customers to enjoy tariff reduction. RCEP certificate is real ‘paper gold’.”

The reporter learned that on January 1, the lamps exported to Thailand by Huaihua Qianyang foreign trade comprehensive service Co., Ltd. obtained the RCEP certificate of origin issued by Huaihua customs under Changsha Customs. The visa amount is US $52000, and can enjoy the Thai tariff reduction of nearly 60000 yuan. This is the first RCEP certificate of origin in Huaihua. On January 1, Yiyang customs under Changsha Customs issued a certificate of origin for Zhanjiang Guolian Aquatic Products Co.Ltd(300094) to export crayfish to Singapore with a value of 83700 US dollars, which is the first RCEP certificate of origin in Yiyang. On January 2, Zhuzhou customs under Changsha Customs issued RCEP certificate for Zhuzhou Cemented Carbide import and Export Co., Ltd., which mainly exports cemented carbide materials, and its products are sold to Southeast Asia, Japan, South Korea and other places.

Hunan welcomes many good

Hunan is one of the largest inland provinces to the sea, and has good business relations with RCEP member states. According to the statistics of Changsha Customs, from January to November 2021, the total import and export trade of Hunan Province to RCEP member countries was 1049.24 billion yuan, a year-on-year increase of 26.3%. Changsha Customs issued 19800 certificates of origin and $1.429 billion visas for Hunan’s export products to RCEP member countries, helping enterprises enjoy tariff concessions of $71.45 million in the destination country; 3788 import preferential customs declarations and 366 million yuan of tax concessions were accepted.

According to the staff of Changsha Customs, after the implementation of RCEP, the import of integrated circuits and processors from South Korea and a large number of auto parts from Japan will enjoy tariff relief, which is good for emerging strategic industries such as construction machinery, automobile and electronic information in Hunan; Resource products such as iron ore imported from Australia, coal and rubber imported from ASEAN countries and Shenzhen Agricultural Products Group Co.Ltd(000061) will enjoy tariff relief, which will be beneficial to Hunan’s traditional advantageous industries such as chemical industry, nonferrous metals and food processing. In addition, Hunan’s export of construction machinery, rail transit equipment, consumer electronics, construction steel, bags, shoes, ceramics, lighters and fireworks to RCEP member countries will also receive tariff relief to help the export of the above industries earn foreign exchange. As a major consumer Province, Hunan will also open the door to welcome ASEAN fruits, New Zealand beef and milk powder, Australian lobster and other seafood, which is expected to promote the high-quality development of cross-border e-commerce industry and help inland consumption upgrade to a higher level.
