Approved exporters can issue a declaration of origin for the goods they export or produce with the origin qualification under the agreement without applying to the customs, which provides a more convenient channel for enterprises to enjoy the dividends of RCEP policy.
Shanghai Zhenhua Heavy Industries Co.Ltd(600320) port machinery, marine equipment and other products are exported to 104 countries and regions around the world. It is the first enterprise in Shanghai Customs region to enjoy the double favorable policies of RCEP and approved exporters. According to Liu Chengyun, chairman of Shanghai Zhenhua Heavy Industries Co.Ltd(600320) , due to export needs, the company has to handle more than 200 export certificates of origin every year, with a value of more than US $100 million. Now it can issue statements independently on the enterprise side without leaving home, making customs clearance more efficient and convenient.
RCEP is also “hot” by import enterprises. Sui Kaijia, senior manager of planning, logistics and control of SAIC Volkswagen, said that after the implementation of RCEP, the gearbox controller imported by the company can enjoy tariff concessions, which is expected to save more than 600000 yuan of tax for the enterprise in one year.
Shi Min, director of the customs office of Shanghai Customs, said that the customs will continue to expand the scale of approved exporters, make it easier for more export enterprises that are honest and law-abiding and have the ability to manage the origin qualification of goods to enjoy the preferential policies such as customs tax under RCEP, further promote the “digital transformation” such as intelligent audit of origin, and continue to optimize the origin management mode.
