In view of the common problems faced by the industry, Zeng Yuqun, member of the CPPCC National Committee and Contemporary Amperex Technology Co.Limited(300750) chairman, submitted four suggestions during the two sessions in 2022, combined with his expertise in the field of new energy, covering the establishment of a new energy storage capacity electricity price mechanism, promoting the stable supply and price of China's lithium resources, optimizing the road transportation management system of high-capacity lithium batteries and other aspects.
At present, the new energy storage technology based on electrochemical energy storage has the advantages of millisecond rapid response and two-way regulation. It is not limited by geographical conditions and has a short construction period. It can improve the rapid recovery ability of power grid accidents and reduce load loss. It can be flexibly deployed on the source, network and load side of the power system according to the demand, It is recognized as the most promising energy storage technology route.
Due to the large investment scale and long payback period, capacity electricity price is an important measure and means to promote the healthy development of energy storage industry and improve the comprehensive benefits of energy storage power stations. At present, the state has introduced a capacity electricity price mechanism for pumped storage, but for new energy storage with greater development space, it can not enjoy the capacity electricity price policy equally, facing the problems of unfair competition and serious restrictions on development speed and quality.
Zeng Yuqun suggested that all kinds of obstacles and hidden barriers affecting market competition should be removed, and a capacity electricity price policy suitable for the characteristics of new energy storage should be established with reference to pumped storage, so as to form a stable and reasonable income space, build a market development environment of fair competition, and promote the healthy development of all kinds of energy storage.
China has leading advantages in battery technology, manufacturing and industrial chain, but there are gaps in battery carbon footprint accounting standards and methodology, and the EU is accelerating the formulation of the European battery law. Starting the research on China's battery carbon footprint standards and methodology as soon as possible, establishing a product carbon emission management system, participating in the formulation of global carbon neutralization rules, and promoting the establishment of a battery carbon footprint management mutual recognition mechanism with the EU are very important to ensure China's global competitiveness in the battery field.
Accordingly, Zeng Yuqun suggested: first, speed up the research on China's battery carbon footprint methodology with the advantages of China's perfect industrial chain and rich application data, actively communicate with the EU and establish a cooperation and exchange mechanism to promote the coordination and mutual recognition of China EU battery product carbon footprint methodology; Second, relevant departments update and release China's power carbon emission factors on an annual and subregional basis, and on this basis, establish a database of carbon emission factors in all links of China's battery industry chain, update it in time and inform the international community; Third, strengthen international cooperation in green power certification, study the green certificate management system suitable for the development of China's battery industry and product demand, and confirm its rights through digital technologies such as blockchain, 5g and Internet of things.
In the international competition of lithium batteries, transportation supporting services are an important part. It is very important to establish a high-efficiency and low-cost lithium battery transportation system.
Zeng Yuqun suggested that the transportation management of lithium batteries should be improved from three aspects: first, strict transportation access and strengthen law enforcement and supervision. Strengthen law enforcement and punishment for enterprises that disrupt the order of market competition, speculate and exploit loopholes in laws and regulations, and violate national transportation laws and regulations. Second, establish a credit based regulatory mechanism. Establish a "green channel" to reasonably encourage lithium battery enterprises with good credit and safety compliance and improve transportation efficiency. There are three scenarios for promoting transportation management and control. For some transportation scenarios or products with high safety, formulate differentiated management measures to reduce transportation costs.
Zeng Yuqun pointed out that lithium resources are the core raw materials of lithium batteries. It is of great strategic significance to correctly understand and grasp the supply guarantee of primary products of lithium batteries. From the current industry form, the current supply and demand situation of lithium resources is grim, and the development of the industry is facing challenges.
Zeng Yuqun suggested that the exploration and development of China's lithium resources should be accelerated to ensure the safety of the supply chain. At the same time, independent innovation and scientific and technological research should be strengthened to improve the level of recycling and efficient utilization of resources.
