On December 31, the Ministry of finance, the Ministry of industry and information technology, the Ministry of science and technology and the national development and Reform Commission jointly issued the notice on the financial subsidy policy for the promotion and application of new energy vehicles in 2022 (hereinafter referred to as the notice), which said that in 2022, the subsidy standard for new energy vehicles will decline by 30% on the basis of 2021.

The relevant person in charge of the Ministry of Finance said that since 2009, the Ministry of finance has cooperated with relevant departments to vigorously support the development of new energy vehicle industry. For vehicles that meet the requirements in the field of public transport, the subsidy standard will not be reduced in 2020, and the subsidy standard in 2021-2022 will be reduced by 10% and 20% respectively from the previous year. In principle, the maximum subsidy scale is about 2 million vehicles per year”. In 2021, facing the adverse effects of global epidemic spread and chip shortage, the new energy vehicle industry still achieved substantial growth and the industrial development trend was good. In 2022, the subsidy policy will continue to decline orderly according to the established arrangements.

According to the document, the subsidy standard for the purchase of new energy vehicles in 2022 will decline by 30% on the basis of 2021; For new energy vehicles that meet the requirements in urban public transport, road passenger transport, leasing (including online car Hailing), sanitation, urban logistics and distribution, postal express, civil aviation airport and public affairs of Party and government organs, the subsidy standard will decline by 20% in 2022 compared with 2021. According to this, the notice specifies the subsidy standards for vehicle products of different types and fields, which will be implemented from January 1, 2022.

In order to maintain the good development momentum of the new energy vehicle industry and comprehensively consider the development planning of the new energy vehicle industry, market sales trend and smooth transition of enterprises, the subsidy policy for the purchase of new energy vehicles in 2022 will be terminated on December 31, 2022, and the vehicles licensed after December 31, 2022 will not be subsidized. At the same time, continue to strengthen the audit and do a good job in the liquidation and closure of vehicles promoted in previous years.

The relevant person in charge of the Ministry of finance required to improve the safety supervision system of new energy vehicles and further compact the main responsibility of new energy vehicle production enterprises. Guide enterprises to improve safety management mechanism, strengthen product quality assurance ability, and meet national management requirements on automobile data security, network security, online upgrading, etc. Improve the efficiency of the enterprise monitoring platform, improve the after-sales service ability, and do a good job in accident emergency response. The Ministry of industry and information technology, together with relevant departments, has established a cross departmental information sharing mechanism to regularly summarize fire and major accident information, and accelerate the establishment of a vehicle accident reporting system. For those who conceal accident information and do not cooperate with the investigation, the subsidy qualification of the vehicle type involved shall be suspended or cancelled according to the seriousness of the case.
