At the press conference on the regulations on the promotion of express industry in Zhejiang Province (hereinafter referred to as the regulations) held in Hangzhou, Zhejiang Province on December 31, Ding Zunian, chairman of the Legislative Affairs Committee of Zhejiang Provincial People’s Congress, introduced that the province will accelerate the cultivation of new business forms and models of Digital Express, promote the collection and integration of data resources in the express industry, and standardize the protection of the rights and interests of employees and consumers. The regulation is the first provincial local regulation in China with the theme of promoting the development of express industry.
Zhejiang is the birthplace of private express. According to the data, the express business volume in Zhejiang exceeded 23 billion in 2021, an increase of 230 times compared with 2008, accounting for 12% of the total express business in the world, 21.5% in China and 60% in the Yangtze River Delta.

“In the future, Zhejiang will make it clear that digital express and green express are the development direction of the express industry, comprehensively promote the digital development of the express industry and implement the relevant national green express requirements.” Ding Zunian said at the meeting.
The reporter noted that a separate chapter of the regulations highlights Digital Express and green express, such as supporting enterprises to explore the application of unmanned vehicles such as UAVs and unmanned vehicles in express operation scenarios in accordance with relevant regulations.
At the same time, the regulations put forward that relevant departments should guide and encourage express operators to build industrial chain and supply chain service platforms, and support platform operators to build, share, integrate and innovate. Promote the construction of digital application and supervision system of express industry, carry out digital express monitoring, statistics and analysis, and release the development index of express industry.
In terms of the construction of “Green Express”, Zhejiang encourages express operators to promote the standardization, serialization and modularization of packaging products, improve the matching degree between packaging products and delivered goods, reduce the secondary packaging of e-commerce express and prevent excessive packaging.
At the same time, the province also defines the green operation requirements in the production and operation process of the express industry, such as encouraging express operation enterprises to establish a green action incentive mechanism to guide senders to reuse express packaging boxes and bags by means of integral reward and mail preference.
“We encourage express delivery enterprises to set up intelligent express cabinets in communities, residential areas and villages. In the reconstruction of new residential areas or old residential areas, intelligent express cabinets should also be built at the same time or the site for the construction of intelligent express cabinets should be reserved.” Ding Zunian.

At present, express employees have high mobility and long average daily working hours. There are common problems such as low labor contract signing rate and low social security payment rate, and it is difficult to protect labor rights and interests.
In view of the above problems, the regulations stipulate that express delivery enterprises shall conclude labor contracts with employees according to law, conclude part-time labor contracts with temporary employees, participate in social insurance according to law, protect the labor rights and interests of employees, reasonably determine labor quotas and piecework remuneration standards, and establish a reasonable assessment, reward and punishment system.
Ding Xiannian introduced that according to the regulations, the postal administration of a city divided into districts should formulate guidelines and standards for the minimum delivery fee of a single piece and establish a dynamic adjustment mechanism. “People’s governments at all levels should also adjust measures to local conditions, provide rest places and vehicle charging and other supporting services for express employees, and create a good atmosphere of social concern and care for express employees.”
In terms of consumer rights and interests protection, in view of the problems of invalid delivery, non delivery and non-standard delivery in delivery operations, the regulations encourage e-commerce operators to provide personalized and differentiated express service choices for recipients, and clarify the specific requirements for door-to-door delivery of express, the conditions for delivery of express into intelligent express cabinets and charging rules.
On this basis, in view of the situation that the courier does not indicate door-to-door delivery in accordance with the express list, or the recipient explicitly requires door-to-door delivery, or the courier does not deliver door-to-door, the regulations also specify the punishment measures, generally impose a fine of less than 500 yuan, and the penalty amount can reach 2000 yuan if the circumstances are serious.
