Recently, the office of Shanghai Industrial Park and structural adjustment leading group has prepared the 14th five year plan for the transformation and upgrading of Shanghai Industrial Park (hereinafter referred to as the “plan”), which intends to create a bright business card for a new round of industrial transformation and urban renewal in Shanghai.
the total output value of industries above designated size exceeds 100 billion yuan, and there are 15 parks
For a long time, the industrial park has been called the ballast of Shanghai’s economic development. According to the data, from 2015 to 2020, the total output value of above designated industries in the Industrial Park increased from 2.4 trillion yuan to 2.8 trillion yuan, a year-on-year increase of 17%, accounting for 81.1% of the total output value of above designated industries in Shanghai from 77.7%.
During the 14th Five Year Plan period, the industrial park will also bear the important task of deeply participating in the global industrial chain competition and cooperation on behalf of Shanghai. The plan proposes that by 2025, Shanghai will make every effort to launch five Park brands with global influence, 50 characteristic industrial parks and 50 high-quality micro parks, accelerate the construction of seven digital transformation demonstration areas and five digital new infrastructure benchmark parks, reach 15 parks with a total industrial output value of more than 100 billion yuan, and complete the overall transformation and upgrading of 10 key industrial development areas, 50000 mu of industrial land was renewed and revitalized, and 12000 high-tech enterprises in the park.
spatial layout of Industrial Park: one axis, three belts and multiple nodes
The plan specifies that during the 14th Five Year Plan period, Shanghai should form a spatial layout of industrial parks with “one axis, three belts and multiple nodes”.
“one axis”: Industrial Ecological Innovation and development axis; “Three belts”: three high-end industrial cluster development belts along the river, along the Bay and West Shanghai; “Multi node”: build a dynamic industrial innovation ecosystem supported by Caohejing Development Zone and other brands and characteristic parks.
Among them, on the industrial ecological innovation development axis, Shanghai should form a linkage development pattern led by the new port area, the policy source of Zhangjiang Science City and the radiation of Hongqiao Business District.
– Lingang New Area : accelerate the cultivation of world-class “hard technology” enterprises and form a new highland of world-class cutting-edge industries with four characteristics: integrated circuit, artificial intelligence, civil aviation and biomedicine. The New Lingang District focuses on 386 square kilometers and will create an overall industrial spatial layout of “one belt and many districts”.
– Zhangjiang Science City : focusing on the strategic goal of building a world-class science city and the core bearing area of Shanghai Science and innovation center, build hard core leading industrial clusters with global competitiveness such as integrated circuit, biomedicine and artificial intelligence. The overall planning area is expanded from 95 square kilometers to about 220 square kilometers, creating an industrial development pattern of “two parks, two valleys, one island and multiple bases”. Among them, “two parks” refer to Shanghai integrated circuit design Industrial Park and Zhangjiang online new economic ecological park, “two valleys” refer to Zhangjiang pharmaceutical Valley and Zhangjiang Siasun Robot&Automation Co.Ltd(300024) Valley, “one island” refers to Zhangjiang artificial intelligence island.
– Hongqiao Business District : vigorously develop high-end producer services. The planned area is 151 square kilometers, forming the overall pattern of “one core and four areas”, and arranging several competitive and large-scale characteristic industrial parks and characteristic industrial clusters.
five special actions: promote the formation of 10 regional cooperation benchmarking parks
Therefore, the plan focuses on five special actions and puts forward 15 key tasks, namely: quality and efficiency improvement, carrier improvement, transformation and upgrading, innovation and strong production, and brand linkage.
One of the major contents is to build a “double carbon” ecological park. The plan specifies that Shanghai should promote the transformation of industrial parks to circular ecological parks, build 10 national eco industrial demonstration parks with leading demonstration significance, and carry out the pilot establishment of green parks and zero carbon parks. Give full play to the advantages of China’s Baowu ecosystem, such as carbon neutralization technology core industry and related extended industrial clusters, and build a carbon neutralization industry demonstration park.
Focusing on the cooperation and co construction of parks in the Yangtze River Delta, the plan specifies that Shanghai should fully support the Yangtze River Delta eco green integrated development demonstration zone, formulate unified industrial land classification standards, transfer systems and management policies, explore unified industrial access, investment promotion and policy support, and encourage cross provincial adjustment of land indicators for industrial project construction. Through complementary advantages and collaborative cooperation in industrial chain links, improve the output and economic density of industrial parks, and promote the formation of 10 benchmark parks for regional cooperation.

Actively embracing the digital age, Shanghai will focus on “digital base, digital operation, digital economy and digital demonstration” to promote the digital transformation of industrial parks.
Focusing on the future travel, smart life and other characteristic functions, Shanghai should support all districts to create digital transformation demonstration areas. Among them, Jiading future · smart travel demonstration area should take building a national smart transportation pilot experimental area as the engine to explore the construction of a future oriented urban travel system.
With the positioning of “digital industry community operator”, Shanghai beishuzhi ecological park will take the lead in building a “blocky digital transformation demonstration area” in Shanghai to provide a “Jing’an model” for Shanghai’s urban digital transformation.
Shanghai putuohaina small town will rely on the Huning industrial innovation belt to jointly build a new pattern of innovation driven, digital leading, three Town link and coordinated development with “yunqi town” in Hangzhou and “Xuelang town” in Wuxi.
