Jing Chunmei, director of scientific research and Information Department of China Center for international economic exchange, head of Energy Policy Research Institute and leader of the research group, proposed to promote carbon neutralization and “precision carbon reduction” according to local conditions when reporting on behalf of the research group at the release of China carbon peak carbon neutralization progress report (2021) and the “carbon peak carbon neutralization” seminar on December 29. The implementation of carbon peaking and carbon neutralization should be carried out first and then in the region and under pressure in the industry. More precise policies should be taken to improve the scientific and refined level of management.
“We often talk about the principle of ‘common but differentiated responsibilities’. This principle applies to all regions, that is, the carbon peaks in the East, central and western regions should also have priority. This is because each region has different resource endowments and economic development foundation.” Jing Chunmei believes that the eastern developed regions should be encouraged to take the lead in achieving carbon peak and improve their contribution to the “double carbon” goal. At the same time, certain development time and space shall be reserved for the western region to support the western region to give full play to the advantages of rich renewable energy and ensure national energy security and industrial chain supply chain security.
Jing Chunmei believes that more accurate policies should be implemented to improve the scientific and refined level of management. Create conditions to realize the transformation from “dual control” of energy to “dual control” of total carbon emission and intensity as soon as possible. While controlling the total amount, we should also control the unit consumption and formulate a more scientific evaluation system.
In addition, Jing Chunmei stressed that from the perspective of the western region, the implementation of coal reduction and substitution should be accelerated in an orderly manner to promote energy transformation. Actively explore the coupling development of coal industry and renewable energy in some coal rich areas, such as the coupling development of coal and hydrogen energy; At the same time, extend the coal industry chain, do a good job in coal intensive processing and improve the coal conversion rate.
