According to the reporter’s combing, around the digital transformation of small and medium-sized enterprises and actively improving the competitiveness and innovation of small and medium-sized enterprises, many representatives and members put forward constructive ideas. Among them, Yang Yuanqing, deputy to the National People’s Congress and chairman and CEO of Lenovo Group, pointed out that small and medium-sized enterprises are not only an indispensable part of the industrial chain supply chain, but also an important source of innovation, which has a significant impact on employment, people’s livelihood and other issues. He stressed that large industrial enterprises should assume corporate social responsibility, drive and support small and medium-sized enterprises upstream and downstream of the industrial chain to accelerate digital transformation, especially help and serve “specialized and special new” enterprises to grow, and support more small and medium-sized enterprises to become “invisible champions” and “supporting experts”.
Zhou Hongyi, member of the CPPCC National Committee and founder of 360, also proposed to encourage and support large enterprises to innovate lightweight products and SaaS services, eliminate the gap between small, medium-sized and micro enterprises in cognition, capital, technology and talents, and promote the digital transformation of small and medium-sized enterprises. According to the analysis of relevant persons from the China Federation of industry and commerce to reporters, in recent years, the awareness of digital transformation of small and medium-sized enterprises has been gradually strengthened, but digital transformation is a huge systematic project. Small and medium-sized enterprises often have problems such as insufficient professional ability and insufficient internal and external resources, and face multiple challenges such as “not turning and not daring to turn”. Therefore, most small and medium-sized enterprises are still in the exploratory period of digital transformation. In this process, the demonstration guidance and service support of large enterprises are more important.
More and more large enterprises are speeding up their layout in enabling digitization. Lenovo Group told reporters that in 2021, nearly 70% of Lenovo Group’s 850 global manufacturing suppliers were Chinese suppliers, including about 220 small and medium-sized enterprises, accounting for 44.5%. Among the supply chain enterprises of Lenovo Group, there are 35 “specialized and special new” enterprises, including 15 single champion enterprises and 7 single product champions. Through financial support, market development and digital empowerment, Lenovo Group actively cultivates “specialized and new” small and medium-sized enterprises in the ecosystem, especially those involving key products, core technologies and key links in the industrial chain.

Wang Yiming, former deputy director of the development research center of the State Council, believes that the difficulty of enterprise digital transformation and upgrading is small and medium-sized enterprises. To create conditions for the digital transformation of small and medium-sized enterprises, we should give full play to the role of industry leading enterprises. Wang Yiming pointed out that through the supply chain, the digital platform of leading enterprises can be opened to small and medium-sized enterprises, so as to reduce costs and help small and medium-sized enterprises participate in the process of digital transformation and upgrading.

First, the government and relevant associations jointly establish the “digital development index of small and medium-sized enterprises” to provide a scientific basis for evaluating the development level of small and medium-sized enterprises. This will help relevant departments to better align the digital level of small and medium-sized enterprises in different industries and regions, and more efficiently help small and medium-sized enterprises “make up lessons”; Second, build an acceleration platform for the digital transformation of small and medium-sized enterprises, provide digital evaluation, consultation, training and funding schemes for small and medium-sized enterprises, effectively promote the digital transformation of small and medium-sized enterprises, and solve the problem of “not turning, not daring to turn” in the digital transformation of small and medium-sized enterprises; Third, scientifically and accurately formulate assistance policies, optimize the business environment and promote the digital transformation of small and medium-sized enterprises, including increasing fiscal and tax support, improving credit support policies and unblocking market-oriented financing channels.
The above-mentioned persons from the Federation of industry and Commerce believe that empowering the development of small and medium-sized enterprises with digital path and cultivating more “specialization and innovation” is one of the important ways to expand the development strength of China’s small and medium-sized enterprises and promote the high-quality development of China’s economy. “Small and medium-sized enterprises are the most innovative cells in economic development and build the capillary of national economic development. Promoting the development and growth of small and medium-sized enterprises is related to the long-term development of China’s economy and society.
