In order to strengthen the quality supervision of engineering survey and design, innovate the quality supervision mode of survey and design, and ensure the quality and safety of the project, the project quality and safety supervision department of the Ministry of housing and urban rural development organized a video Symposium on the quality supervision of engineering survey and design on December 27. Focusing on the theme of “implementing the responsibility of survey and design quality supervision and promoting the digital, networked and intelligent innovation of survey and design quality supervision methods”, the meeting exchanged the survey and design quality supervision work and experience in relevant regions, and deployed the survey and design quality supervision work in 2022.
At the meeting, the competent departments of housing and urban rural development in Jiangsu, Zhejiang, Hunan and Guangdong exchanged information on the quality supervision of engineering survey and design, digital review of construction drawings, artificial intelligence review of drawings, review of building information model (BIM) drawings, etc. The meeting pointed out that at present, China’s survey and design industry and construction industry are in a critical period of digital transformation. To adapt to the needs of industry transformation, we should promote the “Internet plus survey and design supervision”, comprehensively carry out the digital review of construction plans, explore intelligent reviews, and actively use remote supervision, mobile supervision and intelligent supervision, so as to raise the level of supervision work standardization and precision and promote the modernization of regulatory capacity.
The meeting held that survey and design is the forerunner and soul of project construction and plays a key role in the overall quality and safety of the project; Firmly adhering to the bottom line of quality and safety and continuously improving the level of project quality and safety are the basic requirements for the high-quality development of housing and urban and rural construction; Strengthening and innovating the quality supervision of survey and design is an important work to ensure the safety of people’s lives and property, meet the people’s growing needs for a better life, and promote the modernization of the national governance system and governance capacity.
The meeting stressed that all localities should strengthen the bottom line thinking, enhance the sense of hardship, strengthen work, take effective measures, carry out work in a down-to-earth manner, and strengthen the quality supervision of survey and design. We should strengthen the implementation of the existing supervision system, severely punish according to law and make the punishment results public; Adhere to the principle of establishing first and then breaking down, and steadily promote the reform of survey and design quality supervision system; Strengthen the supervision during and after the event, and earnestly implement the primary responsibility of the construction unit, the main responsibility of the survey and design unit and the supervision responsibility of government departments.
