Promote the construction of offshore “energy island” with far-reaching pilot demonstration of offshore wind power and integration of multiple energy resources, and support the exploration of integrated development of offshore wind power, photovoltaic power generation and marine pasture; We will promote the construction of coastal natural gas pipeline networks, reasonably plan and build the river crossing channels of coastal power grids and natural gas, and open up the green energy and natural gas transmission pipelines in the north wing of the Yangtze River.
According to the national development and Reform Commission, the key points of the construction of green energy base include: accelerating the construction of offshore 10 million kilowatt offshore wind power base, planning and studying deep-sea 10 million kilowatt offshore wind power base; Implement Fenghai, Tonghai 500 kV power transmission and transformation projects and other key projects, and simultaneously plan the supporting peak shaving power supply for the 10 million KW offshore wind power base and the Nantong Suzhou River Crossing channel project; Build the south section of China Russia east line, Jiangsu Lianyungang Port Co.Ltd(601008) – Yizheng crude oil pipeline and Jiangsu Lianyungang Port Co.Ltd(601008) – Xuzhou refined oil pipeline, and improve the layout of oil and gas pipeline network in Jiangsu Province.

The national development and Reform Commission proposed to build a new energy industry cluster along the coast of Jiangsu: promote the layout of the whole wind power industry chain and the development of photovoltaic industry cluster, build Yancheng National Offshore Wind Power Inspection Center, and build a new energy industry base with global influence. Accelerate the breakthrough of key technologies of photovoltaic industry and realize the independent control of industrial chain; Research on hydrogen production and energy storage by wind power, promote the application of new energy, and build a demonstration city for the application of new energy.
In terms of emerging marine industries, the national development and Reform Commission proposed that Jiangsu coastal areas should develop new marine engineering equipment, accelerate the cultivation of new marine engineering equipment manufacturing clusters, develop marine engineering equipment manufacturing industries such as marine minerals, oil and gas, marine biological resource utilization equipment and marine information equipment, improve the general contracting capacity of marine engineering equipment manufacturing enterprises and strengthen their own brands.
The coastal areas of Jiangsu include all administrative areas under the jurisdiction of Jiangsu Lianyungang Port Co.Ltd(601008) , Yancheng and Nantong, with a land area of 35900 square kilometers and a sea area of 37500 square kilometers. In 2020, the permanent resident population will be 19.036 million.
The national development and Reform Commission pointed out in the plan that the proposal of the new development plan is conducive to improving the overall strength of the Yangtze River Delta region and improving the overall layout of marine powers.
