In addition to bridging the “digital divide” of special groups, breaking the “data island” between departments and regions is also a problem to be solved by the reform of government services.

“Compared with traditional production factors, data elements have problems such as’ difficult to confirm rights, difficult to price, difficult to enter, difficult to trust each other and difficult to supervise ‘.” Shao Zhiqing suggested that we should build a data asset registration platform with China’s interconnection and full sharing of data asset information as soon as possible, gather valuable data element resources and data assets across the country, build a base of China’s data resources, and lead the development of the global digital economy.
