Intelligent networked vehicles are booming, but how to protect data security and user privacy? Zhu Huarong, deputy to the National People’s Congress, Secretary of the Chongqing Changan Automobile Company Limited(000625) Party committee and chairman of the board of directors, supported the recruitment during the 2022 two sessions of the National People’s Congress. It is necessary to effectively integrate government, enterprise, market, technology and other resources and accelerate the construction of industrial ecology. Development and security are indispensable.
At present, the integrated development of intelligent and networked vehicles is accelerating. Intelligent networked vehicles are no longer just transportation vehicles, but also large intelligent terminals and computing centers. They are not only a good opportunity for China’s automobile industry to overtake on curves, but also a key node to support the construction of intelligent transportation and smart city. With the strong support of national ministries and commissions, the development of intelligent networked automobile industry has achieved remarkable results.
Attending the National People’s Congress this year, Zhu Huarong submitted four suggestions, including “suggestions on coordinating the development and safety of intelligent networked vehicles”, “suggestions on using electronic vehicle certificates instead of paper certificates to improve the national information management ability” and “suggestions on introducing foreign vehicle enterprises to local governments after the relaxation of share ratio”.
In his opinion, there are still problems in the current intelligent networked automobile industry, such as the lack of specific provisions on automobile data security and privacy protection, which is not conducive to the healthy development of intelligent networked automobile; The application of Internet connection integration is insufficient, most of them rely on a single industry to fight alone, and the data is not effectively integrated; In terms of system data, there is a lack of unified standard data center, insufficient integration of people, vehicles, roads, parking lots (parking lots) and signal systems, data barriers and island effect; The laws and regulations of intelligent connected vehicles need to be further studied and improved, including the identification of product safety responsibility of intelligent connected vehicles, the identification of traffic accident responsibility, the identification of automatic driving responsibility subject, the lack of legal provisions in automatic driving ethics, etc., which is not conducive to the healthy development of intelligent connected vehicles.
In this regard, Zhu Huarong suggested to improve the system of laws and regulations and include the development of emerging industries within the scope of safety and control; Government guidance, regulation guarantee and standard unification, accelerate industry cooperation and break data barriers; Reasonably formulate automobile data security and privacy protection requirements, establish reliable automobile data circulation channels, and further promote the development of intelligent networked vehicles while meeting the data security requirements.
