In recent years, China has attached great importance to the treatment of plastic pollution, listed the comprehensive treatment of "white pollution" as a key task, and the relevant departments have issued many policies and measures. The "global plastic restriction order" may come, which puts forward higher requirements for the development of China's manufacturing industry. In this regard, Ma Guoxiang, member of the National Committee of the Chinese people's Political Consultative Conference and member of the Standing Committee of the Central Committee of the Democratic National Construction Committee, suggested to vigorously promote all biodegradable new materials and actively cultivate a circular economy.
Ma Guoxiang introduced that the fully biodegradable materials produced from renewable resources such as wheat straw, corn stalk, sweet sorghum stalk, rice straw, cotton stalk and domestic waste, using the world's leading weak alkaline treatment methods and other environmental protection processes, are widely used in more than 30 industries such as bio based energy, materials and medicine. According to statistics, new biodegradable materials replace disposable plastic products and film packaging products, with a global market space of 220 million tons, which is conducive to the realization of a circular economy model based on low consumption, low emission and high efficiency, and is expected to contribute to China's low-carbon emission reduction and carbon peak in 2030.
"Vigorously promote 'all biodegradable new materials', accelerate the formation of a complete industrial chain, and realize green circular economy through the industrialization of renewable resources. It is also a millennium plan for sustainable development." Ma Guoxiang said.
To this end, Ma Guoxiang suggested that, first, we should constantly improve the national industrial standard system of biodegradable materials. It is suggested that relevant departments should investigate and test all biodegradable new material projects as soon as possible, constantly improve the national all biodegradable material industry standard system, promote the establishment of international mutual recognition mechanism, form a testing and certification center with Chinese influence, and give guidance to all localities.
Second, we should implement the pilot implementation law. For example, the full biodegradable material industry in Weifang, Shandong Province can comprehensively utilize renewable resources with plant wastes such as straw, reed and vegetable leaves. It can also process and produce products instead of plastics, cotton, glass, wood and steel, so as to realize green and efficient ecological industry. The wide application of raw materials in this industry can give full play to the positive role of rural cooperatives all over the country, realize the common prosperity of the people, turn the green industry into value-added environmental protection, turn the ecological industry into an ecological circular economy with increased production, and help the revitalization of the countryside.
Third, we should strengthen policy support and financial support. It is suggested that the construction of related projects in the whole biodegradable material industry should be included in the support scope of key industries all over the country, phased reward support should be adopted for all biodegradable material enterprises, financial support for all biodegradable material enterprises should be strengthened, financial products and services should be innovated, and the scope of collateral should be widened.
Fourth, we should support technological integration and innovation, and support popularization and application. Promote the integration of all biodegradable material R & D institutions and leading enterprises, encourage all biodegradable material enterprises to undertake technical research in the fields of raw material modification and product R & D, broaden the application scope of achievement transformation, and unblock the sales channels of all biodegradable material products. At the same time, encourage consumers to consciously choose green and environment-friendly all biodegradable material products, encourage e-commerce, express, takeout and other enterprises to purchase all biodegradable material products with up to standard performance, impose additional consumption tax on consumers and enterprises using non degradable plastics, and realize the full scene application of all biodegradable materials as soon as possible.
