Accelerating agricultural and rural modernization is a core task in the new development stage. With the victory in the battle against poverty and building a well-off society in an all-round way, the focus of China’s “three rural” work has shifted to comprehensively promoting rural revitalization and accelerating agricultural and rural modernization.
Guangdong is the forefront of China’s reform and opening up, with a high level of development and strong comprehensive strength. It should be at the forefront of the country and play a leading, exemplary and benchmarking role in the new journey of building a powerful socialist modern country in an all-round way. From the perspective of development basis and conditions, Guangdong has the conditions and ability to lead the country in agricultural and rural modernization. It is necessary and feasible to speed up the construction of a strong province with agricultural and rural modernization.
In specific practice, we should take multiple measures at the same time. First, unify thinking and understanding. To build Guangdong into a strong province of socialist modernization in an all-round way, we should not only consolidate the advantages of manufacturing and digital economy, speed up the construction of a strong province of manufacturing and digital economy, but also make up for weaknesses, strengthen weak links, and speed up the process of agricultural and rural modernization. Second, strive for provincial and ministerial co construction. It is suggested that Guangdong and the Ministry of agriculture and rural areas should jointly promote the construction of a strong province with agricultural and rural modernization. Third, advance in echelons. There are great differences in the development of various regions in Guangdong. At present, a echelon development pattern has been formed in the core area of the Pearl River Delta, the East and West wings of the coastal economic belt and the ecological area of northern Guangdong. We should give full play to the leading role of the core area of the Pearl River Delta, boldly try first, strive to take the lead in basically realizing agricultural and rural modernization by 2025, and build a national leading demonstration area for agricultural and rural modernization; The East and West wings of the Coastal Economic Belt should highlight characteristics and key breakthroughs, and strive to take the lead in basically realizing agricultural and rural modernization around 2030; The ecological zone in northern Guangdong should establish an ecological zone, build a model of agricultural and rural modernization in mountainous areas, and ensure the basic realization of agricultural and rural modernization by 2035. Fourth, promote the construction of strong cities and counties. Building a number of strong cities and counties in agricultural and rural modernization is an important carrier for Guangdong to build a strong province in agricultural and rural modernization. We should establish a scientific evaluation index system, promote the construction of strong cities and counties in agricultural and rural modernization in stages and batches, and give full play to its demonstration, leading and leading role. We should increase support for the construction of strong cities and counties in agricultural and rural modernization in terms of fiscal, financial, land, industry, ecological environment and other policies. Fifth, accelerate the digital transformation. Digital economy is the advantage of Guangdong. We should vigorously develop Jiangsu Nonghua Intelligent Agriculture Technology Co.Ltd(000816) and digital countryside, accelerate the construction of agricultural and rural informatization, and gradually narrow the digital gap between urban and rural areas.
