Data show that by the end of November, the completion rate of deepening reform of central enterprise medical institutions had reached 99.6%. Tang zujun, deputy director of the Reform Bureau of the state owned assets supervision and Administration Commission of the State Council, said that through this round of reform, the overall scale and strength of central enterprises focusing on medical and health care have further expanded, laying a solid foundation for building a world-class medical and health group. Deepening the reform of medical institutions run by central enterprises is part of accelerating the stripping of social functions run by state-owned enterprises. In 2017, with the consent of the State Council, six departments including the state owned assets supervision and Administration Commission of the State Council issued the guiding opinions on deepening the reform of educational and medical institutions run by state-owned enterprises, which defined four ways to deepen the reform, including encouraging the transfer of local management, actively carrying out resource integration, standardizing and promoting reorganization and restructuring, orderly implementing closure and cancellation, etc.

Tang zujun introduced that by the end of November, the completion rate of deepening the reform of 1154 medical institutions run by central enterprises had reached 99.6%, of which 228 medical institutions had been transferred to local governments and incorporated into the local public medical and health system, promoting the equalization of basic public services; 359 medical institutions have realized specialized operation and centralized management through internal integration of central enterprises; 202 medical institutions promoted reform by means of restructuring, trusteeship and handing over to local professional platforms; 360 enterprises with operational difficulties and lack of competitive advantage set up medical institutions, which were closed and revoked in an orderly manner, and properly resettled hospital staff.

The effectiveness of the reform is also reflected in the level of medical services, the scale and strength of enterprises, as well as the medical security of employees and special fields. For example, the state-owned enterprise hospitals implementing reorganization and integration have changed from the non main business assets of the original host enterprises to the main business assets of the main business enterprises, optimized the allocation of medical resources, significantly enhanced the ability of personnel organization and allocation and medical resource guarantee, and steadily improved the medical quality.
