Yangcheng Evening News reporter Li Tianjun reported: from December 14, Shenzhen has relaxed the application conditions for the incremental index of new energy cars. By the end of 2022, applicants without cars under their name can directly apply for the index of new energy cars only by requiring a residence permit.

Residents of Hong Kong, Macao and Taiwan and foreigners who apply for visas or residence permits in this city to apply for the incremental indicators of new energy cars (including hybrid and pure electric cars), do not require residents with residence permits to pay (excluding supplementary payment) basic medical insurance in this city for more than 24 consecutive months; Overseas Chinese, residents of Hong Kong, Macao and Taiwan, and foreigners who apply for visas or residence permits in this city are not required to reside in this city for more than 9 months each year in recent 2 years. Other requirements specified in the detailed rules for the implementation of the management of incremental regulation and control of cars in Shenzhen remain unchanged. The policy will be implemented from December 14 to December 31, 2022.
According to the interpretation of relevant staff of the Municipal Transport Bureau, the adjustment mainly involves two groups of people: Category 1, the non deep household registration personnel who have not registered in the city, and from December 31, 2022 to December 31, 2022, apply for the incremental index of new energy vehicles (including hybrid electric vehicles and pure electric cars), and apply for the registered residence permit. It is not necessary to pay (excluding supplementary payment) basic medical insurance in this city for more than 24 consecutive months; The second category is overseas Chinese, residents of Hong Kong, Macao and Taiwan, and foreigners who apply for visas or residence permits in this city. From now on to December 31, 2022, overseas Chinese and foreigners who hold valid identity certificates and handle temporary accommodation registration for overseas personnel in accordance with the provisions of this city's public security organ Residents of Hong Kong, Macao and Taiwan and foreigners who apply for visas or residence permits in this city to apply for the incremental index of new energy cars (including hybrid and pure electric cars) do not need to live in this city for more than 9 months every year in recent 2 years.
In addition, the interpretation of "other requirements specified in the detailed rules for the implementation of the regulation and management of car increment in Shenzhen remain unchanged" in the circular is that the personnel who have registered cars in the city under their name to apply for the increment index of new energy cars still need to meet the conditions that "the personnel with residence permit have paid (excluding supplementary payment) basic medical insurance in the city for more than 24 consecutive months".
