This is also the first government procurement project specifically for small and medium-sized enterprises in the bidding document after Qinzhou implemented the administrative measures for government procurement to promote the development of small and medium-sized enterprises this year, marking another important step in optimizing the business environment of government procurement.
It is understood that since this year, Qinzhou Finance Bureau has expanded and upgraded the function of the "political mining cloud" platform and added a whole process electronic bidding system. The processes corresponding to different businesses are solidified in the system, and the network platform is used to process and store the steps such as procurement demand exchange, principal-agent signing, procurement document preparation, procurement announcement release, bid document submission and bid opening and evaluation. The whole process is operated online to realize trace traceability and ensure the synchronization and consistency of business flow, data flow and document flow.
Meanwhile, the Qinzhou Municipal Finance Bureau, taking the opportunity of optimizing the government procurement business environment as the opportunity, and taking the convenience of the people and enterprises as the guidance, expedite the implementation of the "Internet plus government procurement" in Qinzhou, fully implement the electronic transaction of the whole process, and strictly implement the "government procurement promotion SME management measures" to support the development of small and medium-sized enterprises.
