The training course introduced the recent efforts of the Ministry of Finance in improving the legal system of government procurement, optimizing the business environment of government procurement, using government procurement policies to support rural revitalization, improving government green procurement policies, standardizing data interfaces and sharing government procurement information throughout the country Strengthen the implementation and supervision of government procurement by central units. It also explained the government procurement demand management measures, government procurement framework agreement procurement method management measures, government procurement of agricultural and sideline products in poverty alleviation areas, budget management integration and other policies and regulations, the compilation and reporting of government procurement information statistics, the compilation and implementation of government procurement plans of central budget units, and the practical operation of government procurement information system.
The training course requires that all regions and departments should earnestly implement the new system requirements such as the measures for the management of government procurement demand and the measures for the management of government procurement framework agreement procurement methods, guide purchasers to establish and improve the internal control management system, earnestly strengthen the management of government procurement demand, strictly control the use of framework agreement methods, and carry out framework agreement procurement activities in accordance with laws and regulations.
The training course pointed out that optimizing the business environment of government procurement has become a daily work of government procurement, and all regions and departments should attach great importance to it. For the problem of illegally setting up alternative database, directory database, qualification database and other supplier databases, it shall be standardized in accordance with the management measures of framework agreement. It is strictly prohibited to change names, illegally set up databases, repeatedly clear and repeatedly set up suppliers. If the demand can be collected and purchased according to a single project, it shall be subcontracted reasonably, the demand shall be clarified, and the project procurement shall be carried out according to law. For the disclosure of procurement intention, according to the national promotion steps, the central budget units and provincial budget units have disclosed the procurement intention. The procurement intention of the procurement projects implemented by the budget units at and below the provincial level since January 1, 2022 shall also be disclosed according to the regulations. The provincial finance departments shall arrange in advance and promote the disclosure of procurement intention on time.
According to the training course, the Ministry of finance will, in accordance with the requirements of the general secretary of Xi Jinping on “four not picking” to consolidate and expand the key achievements in poverty alleviation, make efforts from the “two sides” of supply and demand, highlight industrial upgrading and mechanism innovation, and work with relevant departments to further clarify the requirements of the supply organization of agricultural and sideline products in poverty alleviation areas, so as to give full play to the important role of government procurement policies in supporting rural revitalization. All regions and departments should supervise the price and quality of the products sold by the “832 platform”, put forward more opinions and suggestions, and jointly promote the government procurement of agricultural and sideline products in poverty alleviation areas to achieve new results.
The training course made it clear that in the next step, the Ministry of finance will classify and issue various government procurement demand standards such as green buildings, green building materials and green data centers, and vigorously promote the application of green low-carbon products. All regions and departments should actively guide budget units to use products that meet the green and low-carbon requirements according to the demand standards, innovate ideas, and actively study the effective ways and measures to implement government procurement policies by using demand management.
The training course stressed that the Ministry of finance will strengthen the supervision of the implementation of government procurement by central budget units. All central departments shall earnestly fulfill their responsibilities of supervision and management, urge their subordinate units to improve their internal working mechanism, clarify their responsibilities, strengthen internal management, strictly implement the provisions on the management of government procurement, and carry out government procurement activities in accordance with laws and regulations.
It is understood that this training course adopts the way of online live broadcasting for teaching and learning. More than 390 people from more than 160 units, including the finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the central government and cities specifically designated in the state plan, the Finance Bureau of Xinjiang production and Construction Corps, the central level budget unit and the central centralized procurement agency, participated in the training.
