Main tasks: 1) strengthen overall layout. Optimize the construction layout of the data center, support the non real-time computing power demand in the eastern region and transfer to the western region. Backbone enterprises in the data center are encouraged to take the lead in completing the layout. Strictly control the construction of new data centers outside the national hub nodes, strengthen the overall guidance for the construction of data centers, and resolutely avoid the blind and disorderly development of data centers. 2) Improve computing power and energy efficiency. Support basic telecom operation enterprises to carry out 5g Network Co Construction and sharing and different network roaming. We will accelerate the withdrawal, upgrading and transformation of old high-energy consuming equipment, and promote the construction of intelligent multi-functional lamp poles. Release the list of national green data centers. The power utilization efficiency of newly built large and super large data centers shall not be higher than 1.3, and gradually carry out energy-saving and carbon reduction transformation for data centers with power utilization efficiency higher than 1.5. If the overall shelving rate of the data center in the region (completed and put into operation for more than 1 year) is less than 50%, it is not supported to plan new data center clusters and new large and super large data center projects. 3) Innovative energy-saving technologies. Encourage the use of efficient and environmentally friendly refrigeration technology to reduce energy consumption. Support the data center to build the data center by means of new machine room precision air conditioning, liquid cooling, cabinet modularization and comprehensive utilization of waste heat. Accelerate the promotion and application of energy-saving 5g base stations, and support the tackling of high-efficiency and energy-saving technologies such as silicon carbide RF devices.
4) Optimize energy-saving mode. Encourage the application of artificial intelligence technology in data center and 5g network management, and promote energy conservation and consumption reduction in data center according to local conditions. 5) Promote transformation and upgrading. Give full play to the important supporting role of data center and 5g in promoting the digital transformation of traditional industries, promote traditional industries such as coal, steel, cement, nonferrous metals, petrochemical and chemical industry to accelerate the pace of “using digital intelligence to go to the cloud”, transform the “watt” industry into a “bit” industry, and realize low-carbon green development by relying on industrial leapfrog upgrading.
We believe that the implementation plan focuses on guiding the industry to clear the high energy consumption data center as soon as possible, improve the utilization rate of green energy, and balance the computing power supply and demand of data centers nationwide. All localities will continue to launch corresponding policies to ensure the implementation of the implementation plan and accelerate the optimization of the data center industry pattern.
