According to the notice, the second batch of large-scale wind power photovoltaic base projects focus on the construction in desert, Gobi and desert areas.
“This is conducive to improving energy production capacity, improving energy structure and ensuring China’s energy security.” Song Xiangqing, vice president of the Government Management Research Institute of Beijing Normal University and director of the industrial economy research center, told the Securities Daily that the construction pace of China’s wind power photovoltaic base is faster than expected, and the relevant requirements such as the monomer scale, energy storage facilities, market consumption and grid connection utilization rate of the project have been significantly improved, highlighting the policy continuity of actively promoting wind power photovoltaic projects.
The notice specifies that the reported projects should meet the requirements of “four elements”: first, it does not involve the ecological red line; Second, projects relying on export channels for consumption should be based on the transmission channels under operation, under construction or approved, the installed scale of supporting wind power photovoltaic should match the transmission capacity of the channels, and the consumption market should be implemented; Third, the projects with load consumption nearby shall be able to realize efficient utilization after grid connection; Fourth, supporting coal power flexibility transformation, hydropower, pumped storage, new energy storage and other peak shaving measures shall be implemented simultaneously with the base project.
Wu Qi, executive director of Wuxi Digital Economy Research Institute, told the Securities Daily that siting in deserts, Gobi and desert areas is conducive to promoting large-scale and intensive development of new energy projects, accelerating project construction progress, improving the utilization rate of UHV transmission lines, and promoting multi-energy complementary and integrated development.
Since this year, the national development and Reform Commission and the national energy administration have identified the first batch of large-scale wind power photovoltaic base projects focusing on deserts, Gobi and desert areas, with a scale of about 100 million KW, and actively started in accordance with the principle of “one mature, one started”.
Chen Yucheng, senior investment consultant of Jufeng investment consulting, told the Securities Daily that the wind power photovoltaic base project has ecological benefits, economic benefits and carbon reduction benefits. The rapid commencement of the project shows China’s determination to achieve the goal of carbon peak and carbon neutralization on schedule.
The reporter noted that on the investor interaction platform, investors pay attention to whether relevant listed companies start to declare large-scale wind power photovoltaic base projects. On December 6, Leshan Electric Power Co.Ltd(600644) responded that the company currently relies on Sichuan Shengtian New Energy Development Co., Ltd. to carry out the development, construction and operation of photovoltaic and other renewable energy power stations; Qingdao Tianneng Heavy Industries Co.Ltd(300569) said that the company actively pays attention to the project progress and actively participates in the application and bidding if the conditions are met.
Song Xiangqing said that with the mass implementation of wind power photovoltaic base projects, it is expected that the price of wind turbines will decline in the future, the overall R & D and manufacturing costs of photovoltaic systems will fall, and the enterprise market profit space will increase, which is conducive to photovoltaic enterprises to increase innovation investment and promote the overall improvement and development of Chinese photovoltaic enterprises.
Next, how to better build a wind power photovoltaic base? Wu Qi said that on the basis of ensuring the safe and stable operation of the power grid, we should do a good job in the coordination between the wind power photovoltaic base and the eastern power load end, as well as the connection between the wind power photovoltaic base project and the transmission channel.
Chen Yucheng said that due to the discontinuous and unstable power supply defects of renewable energy power generation systems such as wind power photovoltaic, the cost of hydrogen production from electrolytic water using desert wind power resources is very low. It is recommended to pay attention to the hydrogen energy industry chain; At the same time, the process of hydrogen production and use can store and convert energy, making the supply process more convenient and flexible. Therefore, hydrogen production from photovoltaic wind power is the only way for carbon neutralization in the future.
Song Xiangqing suggested that large-scale wind power photovoltaic base projects should actively promote the technological upgrading and transformation of new materials, new business forms and new fields, and pay attention to the policy support for forward-looking photovoltaic enterprises with technology leadership. At the same time, we will strengthen coordination and cooperation in important industries and key fields such as ecological and environmental protection and shared technology platforms.
