According to the overall plan for the construction of Hainan free trade port, the first key task before 2025 is to take the lead in implementing the import and export management system of “first-line” liberalization and “second-line” control in qualified special customs supervision areas such as Yangpu Bonded Port Area. According to the construction needs of Hainan free trade port, special customs supervision areas shall be added.
Among them, the “first line” is liberalized, that is, the “first line” is established between Hainan free trade port and other countries and regions outside the customs territory of the people’s Republic of China. “Second line” control means to set up a “second line” between Hainan free trade port and other regions within the customs territory of the people’s Republic of China (hereinafter referred to as “the mainland”). When goods enter the mainland from Hainan free trade port, in principle, relevant procedures shall be handled according to the import regulations, and customs duties and import link taxes shall be levied according to the regulations. For the goods produced by encouraged industrial enterprises that do not contain imported materials or that contain imported materials and parts with a value-added of more than 30% (inclusive) processed in Hainan free trade port, they will be exempted from import tariff and levied import value-added tax and consumption tax according to the regulations after entering the mainland through the “second line”.
What are the encouraged industries? On January 27 this year, the national development and Reform Commission, the Ministry of Finance and the State Administration of Taxation jointly issued the catalogue of encouraged industries of Hainan free trade port (2020 version). Combined with the actual situation of Hainan Province, 14 categories and 143 subdivided industries were added on the basis of the encouraged industries in the existing national industrial catalogue. Including new energy vehicle manufacturing, 5g and 6G technology development and commercial application.
According to the overall plan for the construction of Hainan free trade port, before the closure and operation of the whole island, the “zero tariff” policy of Hainan free trade port was implemented through the “one negative and three positive” list management, that is, the negative list of production equipment used by enterprises, as well as the positive list of operating vehicles and yachts, the positive list of raw and auxiliary materials produced by enterprises, and the positive list of imported commodities consumed by residents on the island.
At present, the “zero tariff” positive list of raw and auxiliary materials imported by Hainan free trade port, the “zero tariff” positive list of operating vehicles and yachts and the “zero tariff” negative list of self used production equipment have been successively issued and implemented.
Previously, Yangpu Bonded Port was known as the “model room” of Hainan free trade port because it took the lead in implementing the “first-line liberalization and second-line control” goods entry and exit management system and the processing value-added domestic sales duty-free policies. The first trial of a series of policies and management systems has brought development opportunities to many enterprises in the park, especially those with imported raw materials and high tariffs.
In an interview with the media, the relevant person in charge of Hainan aoska international grain and Oil Co., Ltd. said that since the grain and oil processing project invested by the company in Yangpu Bonded Port area was put into operation in July this year, 95 tickets of processing value-added business have been completed, and the tariff has been exempted by about 17.58 million yuan.
It is reported that Haikou airport comprehensive free trade zone, which was included in the pilot pilot supervision of Hainan free trade port, was approved to be established in May this year. It is located in the airport economic zone of Jiangdong new area, Haikou City, adjacent to Haikou Meilan International Airport.
Haikou airport comprehensive bonded zone mainly focuses on the aviation industry, focuses on the development of aircraft maintenance and bonded aviation material logistics industry, gives consideration to the development of aviation leasing and aviation training, and timely expands bonded processing, cross-border e-commerce and other businesses. At present, there are many key projects such as Haikou Meilan Airport one-stop aircraft maintenance base (phase I) project in Haikou airport comprehensive bonded zone.
Haikou comprehensive bonded zone was transformed and upgraded from the original Haikou bonded zone to a comprehensive bonded zone in March 2011, mainly developing six industries: duty-free goods, international trade, modern logistics, bonded processing, advanced manufacturing and financial leasing.
Specifically, the duty-free goods industry has become the advantage of Haikou comprehensive bonded zone. China free, Shenzhen free, haifree, Wangfujing Group Co.Ltd(600859) and affiliated enterprises gather in Haikou comprehensive bonded zone. In addition, listed companies in Haikou comprehensive bonded zone also include Haima Automobile Co.Ltd(000572) , Hainan Jinpan Smart Technology Co.Ltd(688676) , etc.
