Zheng Yueming, deputy to the National People’s Congress and Levima Advanced Materials Corporation(003022) chairman of the board of directors, suggested that special plans for the development of wind energy, light energy, biomass energy and other industries should be introduced to give further play to the role of state-owned energy and power enterprises as ballast in the development of renewable energy industry, vigorously support innovation and tackling key problems in renewable energy technology, materials and application, and take measures to increase special loans Tax and other fiscal and financial policy support, give full play to the role of industry associations and other professional institutions, and promote the healthy, orderly and high-quality development of renewable energy industry chain and supply chain.

Zheng Yueming said that in recent years, China’s renewable energy industry has achieved rapid development with the support of various policies. The installed capacity of hydropower, wind power, photovoltaic power generation and biomass power generation has ranked first in the world for many consecutive years. China’s photovoltaic, wind power and other renewable energy industries have a good development momentum, but there are also problems such as industrial chain cycle mismatch and unstable supply chain, resulting in less than expected installed capacity.

Taking the photovoltaic industry as an example, China plays a leading role in the world. In 2020, it supplied 76% of polycrystalline silicon, 96% of silicon chips, 83% of battery chips, 90% of packaging adhesive films and 76% of components to the global market.

Zheng Yueming said that under such significant advantages, China’s photovoltaic industry chain and supply chain still experienced severe fluctuations in 2021, due to the cycle mismatch of China’s photovoltaic industry chain, insufficient polysilicon production capacity, the rapid rise of silicon material price, the squeeze on the profits of downstream power stations and other links, which hit the enthusiasm of power station investors and operators and delayed the installation process. The weakening of downstream demand and the reverse transmission to the upstream have caused the price fluctuation of the supply chain. In addition, the phenomenon of “no panic in the early stage and rush to install at the end of the year” still exists in the installation of photovoltaic and wind power.

Zheng Yueming believes that although China’s renewable energy development momentum is good and the top-level design scheme is relatively clear, to achieve the expected goal, we need to further strengthen the implementation of industrial planning.

First, it is suggested to introduce special plans for the development of wind energy, light energy, biomass energy and other industries, and formulate clearer installation and progress objectives; Urge local governments to formulate regional objectives and implementation plans, and strengthen the inspection of implementation.

The second is to give further play to the ballast role of state-owned energy and power enterprises in the development of renewable energy industry. It is suggested that the SASAC and the national energy administration should take the lead to supervise relevant enterprises to formulate feasible development plans and annual installation targets, supervise and assess the completion, and compact the main responsibility.

Third, we will vigorously support innovation and tackling key problems in renewable energy technologies, materials and applications, and improve the power grid’s ability to absorb and regulate renewable energy.

Fourth, take measures such as increasing financial and financial policy support such as special loans and taxes, optimizing the project approval process and moderately raising the on grid price of renewable energy, so as to further stimulate the enthusiasm of various market entities to participate in the construction of renewable energy projects.

Fifth, give full play to the role of industry associations and other professional institutions, build information, technology, resources and other exchange and cooperation platforms, set up relevant production capacity early warning red and blue lines, and guide the orderly development of the industry.
