The first three are related to the development of the automobile industry, and the fourth is a hot topic of social concern.

First of all, with regard to the development of intelligent connected vehicles, in fact, many deputies to the National People’s Congress and members of the National Committee of the Chinese people’s Political Consultative Conference have mentioned it in their suggestions in the past two years. This year, Chen Hong, deputy to the National People’s Congress, Saic Motor Corporation Limited(600104) party secretary and chairman of the board, also brought relevant suggestions on the development of intelligent networked vehicles. Intelligent networked vehicle is the general trend and direction of the development of the current automotive industry, but also faces many problems. Zhu Huarong put forward his own suggestions from the perspectives of industry laws and regulations, data barriers, data security and user privacy protection.

Secondly, with regard to the electronic vehicle certificate, Zhu Huarong believes that the electronization of bill certificates is an inevitable trend of social development. A variety of paper certificates, including paper vehicle certificate, affect the efficiency of new vehicle entry, increase the cost and difficulty of social management, and increase the cost burden of enterprises. Therefore, he suggested replacing the paper vehicle certificate with the electronic certificate, and through opening up the industrial chain information management system to realize the online flow of operation processes among “consumers, vehicle enterprises, dealers, financing institutions and vehicle management offices”, so as to improve the national information management ability, improve market management efficiency, improve consumer satisfaction and reduce industrial costs, Kill four birds with one stone.

Third, the introduction of foreign auto enterprises by local governments after the relaxation of share ratio is actually an area that will undergo major changes in China’s auto industry this year. From January 1, 2022, the restriction on the proportion of foreign shares in passenger car manufacturing and the restriction that the same foreign investor can establish two or less joint ventures producing similar vehicle products in China will be abolished in the field of automobile manufacturing.

Zhu Huarong pointed out that the main problems still exist are: the time window of the stock ratio liberalization policy coincides with the rapid transformation of China’s automobile industry to electrification and intelligence. If the business layout (including new investment) of foreign-funded automobile enterprises in China cannot be reasonably guided after the stock ratio liberalization, it may lead to the emptying of existing joint venture production capacity and the waste of vehicle manufacturing resources; Taking the promotion of local development as the cut-off point, foreign-funded vehicle enterprises obtain local policy support from multiple provinces and cities, and resource occupation and overlap are easy to cause unfair competition in internal and external development.

In view of the above problems, Zhu Huarong put forward three suggestions: first, update and improve the relevant national policies such as the regulations on investment management of automobile industry, strengthen the control of investment access policies of automobile industry, strengthen the safety review of foreign-related investment projects (production capacity), and prevent blind distribution and repeated construction investment. The second is to strengthen the supervision of local governments on financial, tax and other preferential conditions for foreign-funded automobile enterprises, so as to avoid the repeated preferential policies for foreign investment in the game between local governments. Third, guide local government policies and foreign parties to support the electric transformation of existing joint ventures.

In addition to the above three suggestions on the development of the automobile industry, Zhu Huarong also put forward the “suggestions on improving the service ability of mental health in the workplace” specifically for the social hot issue of mental health in the workplace.

Zhu Huarong believes that the main problems currently exist are: some leading cadres and employees of enterprises and institutions lack awareness of and pay insufficient attention to mental health; The popularization of mental health education in society and enterprises is not enough, and the awareness of prevention is not strong; The role of social and enterprise mental health organizations is not prominent, the number of full-time personnel is too small, the level is uneven, the investment is insufficient, and the mutual linkage mechanism is not perfect.

Zhu Huarong gives suggestions and measures from three aspects: first, government departments take the lead in establishing a publicity mechanism for mental health services; Second, government departments take the lead in establishing a reasonable and effective assistance mechanism of social linkage; Third, explore the inclusion of mental health-related expenses into medical insurance.
