Dong Mingzhu said that under the background of covid-19 epidemic, there is great pressure on railways, roads and epidemic prevention and control on legal holidays. Given that covid-19 epidemic still shows a multi-point distribution trend, allowing enterprises to flexibly arrange legal holidays is conducive to promoting peak shifting and festival, reducing the risk of epidemic transmission and relieving the pressure of social operation.
“It is suggested that local governments should be allowed to make their own decisions on the arrangement of statutory holidays within each administrative region under the guidance of the provisions on statutory holidays in the measures for national annual holidays and memorial days.” Dong Mingzhu said.
Dong Mingzhu suggested that enterprises should gradually liberalize their autonomy over the arrangement of legal holidays, and allow enterprises to flexibly formulate specific compensatory leave policies with the consent of employees according to the guidance of local governments and the characteristics of different types of work; At the same time, formulate corresponding restraint measures and supervision mechanisms to avoid some enterprises abusing the flexibility of policies and infringing on the legitimate rights and interests of workers.
