On March 2, the reporter of Securities Daily learned from the environmental chamber of Commerce of the all China Federation of industry and commerce that in its draft proposal on improving the construction of waste treatment and terminal disposal facilities, it is suggested to promote the construction of waste terminal disposal facilities and the government to cooperate to solve the problem of stock waste treatment.
Recently, the chamber of Commerce for the environment has organized member enterprises to draft the first draft of the above proposal, which will be submitted to the all China Federation of industry and Commerce and finally submitted to the fifth session of the 13th CPPCC National Committee.
In view of China’s waste generation and treatment, the state has issued a number of environmental protection policies, continuously increasing investment in waste treatment and strengthening environmental protection supervision, so as to promote China’s waste reduction and harmless treatment. Under the background of double carbon, the solid waste disposal direction of the environmental protection industry has become a key area of concern, but in terms of waste treatment and disposal, there is a phenomenon of front-end classification and back-end mixed disposal, which increases the cost of waste disposal; In terms of stock waste treatment, there are also problems such as non-standard operation of landfill, high treatment costs of closure and informal landfill, and difficult operation and maintenance.
In order to promote the standardized development of waste treatment and disposal industry, the environmental chamber of Commerce proposed to improve the standard system for the construction, operation and management of waste terminal disposal facilities. Carry out “physical examination” on the existing waste terminal treatment facilities, implement rectification measures for the problems existing in the management of operating waste treatment facilities, and eliminate secondary pollution events caused by solid waste terminal treatment.
In addition, according to the level of urban development, local conditions and waste classification, supporting terminal facilities shall be constructed. Pay attention to the “bottom-up guarantee” role of landfill, and encourage enterprises to participate in the construction of circular economy industrial park. In areas that have not yet reached the incineration disposal of domestic waste, it is suggested to establish a circular economy industrial park centered on the landfill, improve the waste terminal disposal facilities, and realize “full classification at the front end and full disposal at the terminal”.
At present, the cumulative stock of domestic waste in China is as high as 8 billion tons, covering an area of about 550 million square meters. With the continuous promotion of stock waste treatment and zero landfill of primary waste, a large number of landfill sites need to be treated urgently.
The environmental chamber of commerce also suggested that the government should strengthen the supervision of landfill and surrounding environmental pollution and landfill after closure. The relevant management department of the landfill shall establish a tracking and monitoring system. For the closed landfill, professional institutions shall be entrusted to carry out regular tracking and monitoring to avoid safety and pollution accidents. At the same time, enterprises are encouraged to participate in stock waste treatment projects with a variety of processes and technologies and cooperation modes. Introduce relevant policies to encourage enterprises to participate in the investment, construction and operation of stock waste treatment projects.
In fact, environmental protection enterprises still face many challenges under the dual carbon goal, not just waste disposal. At the 2022 environmental entrepreneurs media meeting held today, a number of heads of environmental protection enterprises also put forward relevant suggestions.
“For environmental enterprises, concentrating and seizing the double carbon track is the determined direction of medium and long-term strategic layout.” Zhao Lijun, President of the chamber of Commerce for the environment, told Securities Daily and other media that the task of achieving carbon peak and carbon neutralization is arduous, the economic situation is complex and severe, the contradictions involved in pollution prevention and control are deeper, broader and more demanding, and the problems of pollution reduction and carbon reduction, urban and rural areas, water environmental governance and water ecological protection, new pollutant governance and traditional pollutant prevention and control are intertwined, The challenge is unprecedented.
At the same time, Zhao Lijun also stressed that the governance capacity is insufficient, and the industry is still in the primary development stage, such as extensive development, low concentration, insufficient business model innovation, shortage of funds and weak scientific and technological innovation ability. In recent years, as the construction of environmental infrastructure comes to an end, industrial development slows down, the development model driven by capital and scale is facing a test, industrial profits decline and downward pressure increases.

However, with the continuous introduction of national environmental protection policies, market space and opportunities in various segments are gradually opening up. In the past, the whole environmental protection industry focused on scale expansion and heavy investment. With the change of the industry, environmental protection enterprises must upgrade to technology and capability.
