The reporter learned on March 1 that Zhang Hongwei will put forward 11 suggestions, including education reform, encouraging fertility, the development of traditional Chinese medicine, combating human trafficking, improving government procurement, and implementing lean management of enterprises.
In terms of optimizing fertility, Zhang Hongwei suggested that relevant departments such as health, education, public security, civil affairs, finance, human resources, social security, natural resources, housing and urban-rural construction, medical insurance and so on should focus on the objectives and tasks, timely study and formulate policies and supporting measures conducive to optimizing fertility, pay close attention to the implementation of responsibilities, and ensure the positive results of optimizing fertility policies. At the same time, we should effectively reduce the burden on couples of childbearing age to raise children. It is suggested to implement the maternity and parenting subsidy plan, reduce the cost of childbirth, effectively protect women’s rights and interests and improve the happiness of families of childbearing age.
In terms of strengthening the management of electronic games, Zhang Hongwei suggested actively improving the standard system of the electronic game industry and establishing a “hierarchical management system of electronic games”. Strengthen the review of game release, expand the scope of review, and include all electronic games sold or operated in China that are not limited to online games into the game version number system. At the same time, improve the supervision of video game distribution platforms and strengthen the guidance of teenagers.
In view of some problems existing in China’s university education, Zhang Hongwei suggested that first, support colleges and universities to improve the credit system and establish an undergraduate academic tutor system. While implementing the “double reduction policy” to reduce pressure for primary and secondary school students, we should also improve the teaching quality of colleges and universities. In terms of government procurement, Zhang Hongwei suggested improving the price management and control mechanism. Zhang Hongwei suggested that enterprises across the country should implement lean management, accelerate the construction of systems and mechanisms for the implementation of lean management, and integrate lean management into the high-quality development work system of local manufacturing industry. At the same time, guide the provincial and municipal governments to establish incentive mechanisms, give play to the role of assessment baton, integrate the effectiveness of enterprise lean management into the comprehensive assessment system for the economic and social development of local governments and parks, and fully mobilize the enthusiasm, initiative and creativity of local and relevant enterprises to improve the level of enterprise lean management.
