In the investigation, Zhang Hongwei and other representatives found that the supporting charging piles in public and residential areas were not equipped enough. Zhang Hongwei suggested that we should improve relevant policies and measures, support key technologies of automobiles and parts, enrich the support methods of charging infrastructure, establish a support policy system for different links and scenarios such as charging infrastructure technology research and development, construction and operation subsidies and land use, and mobilize social capital to participate in the construction and operation of charging infrastructure. In addition, he proposed to establish a unified technical index for automobile batteries, gradually implement battery replacement instead of charging, and boost recycling.

In this regard, the Ministry of science and technology replied that at present, China has built a charging facility network with the largest number of charging equipment and the largest coverage area, which has basically realized the application and popularization of DC fast charging. In addition, new technologies such as high-power charging, low-power DC charging, automatic charging connection and orderly charging are gradually industrialized.

The reply revealed that in the next step, in combination with the national key R & D plan of the 14th five year plan, the Ministry of science and technology will focus on new energy vehicles, carry out key special work, and strengthen scientific and technological research in key technologies and equipment such as vehicle pile cloud interconnection, charging facility planning method and orderly charging management, high-power wireless charging and rapid replacement of power batteries. Automatic driving is an important goal of the development of intelligent networked vehicles. To improve the safety and maturity of this technology, it is inseparable from a large number of tests. Zeng Qinghong found in his research that at present, China has strict restrictions on test licenses and test roads, and there is no mutual recognition mechanism for local licenses. Moreover, the actual road test also faces high cost. “The cost of a single license application ranges from hundreds of thousands of yuan to millions of yuan, and the cost of a day’s test in the test area is as high as tens of thousands of yuan, which is not conducive to the rapid development of technology.” Zeng Qinghong said in the proposal.

Zeng Qinghong noted that the Ministry of industry and information technology had issued the management specification for road test and demonstration application of intelligent networked vehicles (Trial), which clearly liberalized the test and demonstration application of Expressway scenarios, but there was no specific operation guidance. In addition, the code conflicts with the relevant provisions of the current road traffic safety implementation regulations, and how to implement it still needs to be further clarified.

Therefore, Ceng Qinghong suggested that we should improve the current policies and regulations for road testing of automatic driving vehicles, and jointly publish the specific operation guidelines of the automatic highway driving test by the Ministry of industry and communications and the traffic management department, so as to reduce the capital and time cost of R & D tests, release the test and demonstration application of highway scenes, and unify the national test application standards. Establish a cross regional license mutual recognition mechanism to avoid repeated applications by enterprises.

In this regard, the Ministry of industry and information technology replied that the code for the management of road test and demonstration application of intelligent networked vehicles (for Trial Implementation) liberalized the test restrictions on highways and other types of roads, and allowed safe and reliable vehicle products that have passed a certain mileage road test to carry out manned and cargo demonstration applications. At the same time, the specification specifies that it is necessary to speed up the unification of test items and standards. After passing the test in one place, it is not necessary to repeat the test for demonstration in other places, so as to reduce the burden of enterprises.

The reply revealed that in the next step, the Ministry of industry and information technology will support industry institutions and enterprises to conduct road tests on a larger scale, carry out demonstration applications in a variety of scenarios, further promote data sharing and mutual recognition of results, encourage the exploration of commercial development models and accelerate the industrialization process.
