In the two newly released lists, Tianjin has arranged 676 key construction and reserve projects this year, with a total investment of 1.8 trillion yuan, setting a new record in recent years. Among them, projects of 1 billion yuan or more account for more than 90% of the total investment.
Beijing gas Tianjin LNG emergency reserve project has a total investment of more than 20 billion. The project is ready to be put into operation in October. Because the project involves the transportation and storage of natural gas to ensure energy security, before it is officially put into operation, it is necessary to go through many procedures, such as fire acceptance, port opening license, filling license, etc., involving multiple departments in the urban area, and 87 matters need to be handled. The major project office of the municipal development and Reform Commission has established a special coordination group to “one policy for one project” according to the characteristics of the project. Analyze these matters one by one, sort out the matters that can be simplified, and for those that cannot be simplified, linkage with relevant departments, joint acceptance and linkage approval. At the same time, with the help of the smart management platform of major projects in the city, the project progress and matters handling are monitored in real time, and the responsibility is compacted.
In the two newly released lists, Tianjin also focused on the introduction and education of new kinetic energy, and accelerated the layout of scientific and technological innovation projects around 12 industrial chains. The proportion of industrial chain upgrading and scientific and technological innovation projects in key projects increased from 21.8% in the past to 26.3%. The information and innovation industry is the key industry of the high tech Zone. This year, the newly introduced projects of the high tech Zone around the information and innovation industry accounted for 30% of the whole project. At present, the leading semiconductor monocrystalline silicon production base in Tianjin Central, covering an area of 60 mu and with a total investment of 2.6 billion yuan, is stepping up its construction. In July this year, after the completion of phase I plant, the silicon wafer production capacity can reach 400000 pieces per month.
After the equipment is moved in, the production and commissioning shall be carried out simultaneously. Some of the equipment and raw materials are imported, and will arrive at Tianjin Port Co.Ltd(600717) and the airport in mid March. Due to the large equipment, hundreds of large logistics vehicles are required to enter and leave the construction site in a short time during the transportation to the plant. The enterprise is worried that the roads around the project are one-way roads, which is inconvenient for vehicles to enter and exit. As the service specialist of the central leading project, the Economic Development Bureau of the high tech Zone, together with relevant departments, provides door-to-door services, combs the traffic conditions one by one and formulates temporary traffic solutions in combination with the nearly 10 roads passed by vehicles. At the same time, an exit is added to the existing plant area to form a “one in and one out” channel to facilitate the entry and exit of vehicles.
Give full play to the role of major project offices at the municipal and district levels, follow up the project process and relevant work in real time through weekly meetings and monthly scheduling, incorporate it into the performance appraisal, compact the main responsibilities at all levels, and speed up the implementation of the project.
