This year, we must start building guarantee and delivery in an all-round way and unswervingly complete the goal of building guarantee and delivery throughout the year, which is the most important task and work of this year. At the same time, we should try our best to resume sales and operation, actively promote cooperation in an all-round way, and strive to resolve various risks. Next, I will focus on six aspects:

I. make every effort to resume work and ensure the delivery of buildings

(II) we are determined and confident, never give up, and earnestly fulfill the main responsibility of the enterprise. The plan of the year lies in spring. Today is the sixth day of the lunar new year. More than 3000 leaders above the head of each department and center of our group, middle-level cadres above the head of each regional company department and general managers of each project go to work one day in advance, hold a mobilization meeting for the commencement of the guaranteed delivery building in the new year of 2022, and comprehensively deploy the guaranteed delivery building in 2022. The new year’s new weather represents our determination to work hard to carry out the guaranteed delivery of the building to the end.

Before the Spring Festival, we did a lot of preparatory work. We issued three important documents, and gave many measures to the construction cooperative enterprises, that is, we should mobilize the enthusiasm of the partners in the construction after the Spring Festival, such as the cash payment for construction projects, the contract price for raising the surplus output value of the construction, the start-up funds for the resumption of work after the Spring Festival, and the proportion of all the progress payments. Reward the construction unit for work efficiency, etc. All these are to make the construction units that have long-term cooperation with us get tangible benefits. With more abundant cash flow, the construction units can realize the full resumption of the guaranteed delivery project; Only by vigorously restoring the normal construction and restoring the confidence of the market can we restore the sales collection and the sales of the certified but unsold volume of the guaranteed building.

At present, our pre-sale supervision fund is more than 50 billion, which can basically start the full resumption of work after the Spring Festival. Of course, there are some imbalances between projects. The continuity of construction after resumption depends on the marketable value of nearly 80 billion uncollected sales and nearly 90 billion guaranteed delivery buildings. This 170 billion is the capital basis of sustainable guaranteed delivery buildings.

At present, more than 80% of our long-term partners, including the main construction, material supply and decoration units, are continuing to cooperate with Evergrande. The measures we introduced before the Spring Festival have received a positive response from our partners; Moreover, each province, city and district has set up a special class for building guarantee of Evergrande project to guide and help us promote the resumption of work, production and building guarantee. With gratitude in mind, we should make every effort to ensure the delivery of buildings with practical actions and fulfill the main responsibility of the enterprise.

(III) solidly promote the specific work of building guarantee and delivery, and resolutely complete the monthly, quarterly, semi annual and annual tasks. Target and plan management has always been a powerful magic weapon of Evergrande. The comprehensive management center of the group should issue the monthly assurance target and goal plan of guaranteed delivery of the building, and we should implement it in a down-to-earth manner. Here are six specific requirements:

1. Firmly carry out the rapid and comprehensive construction. It is our first priority to start construction in an all-round way. During the Spring Festival this year, some of our projects did not even stop work, and some only stopped on New Year’s Eve and the first day of the new year. Next, we should pay close attention to the resumption of work and normal construction of national projects after the Spring Festival. As I have said before, only when we fully start the construction and ensure the normal construction of the delivery building project, can we resume sales and operation. This is not a question of chicken or egg first. It must be that we start construction in an all-round way before we can resume operation, repay all kinds of debts and get out of trouble.

2. Realize the work efficiency of project construction to reach the standard quickly. Since September last year, we have put forward a major business strategy of ensuring the delivery of buildings within three years. By the end of last year, the resumption rate reached 93.2%, but the work efficiency is still far from good. That is because it is close to the Spring Festival and the northern winter break. Considering the return of a large number of migrant workers, we do not pay special attention to the work efficiency. After the Spring Festival, first of all, we should quickly start the full commencement of the guaranteed delivery building project. More importantly, we should achieve the rapid work efficiency standard. By the end of March, 80% – 90% of the guaranteed delivery building projects, including the severe cold areas in the north, should achieve the full work efficiency standard and normal construction. The simplest indicator of reaching the work efficiency standard is to see the number of people returning to work. According to the work efficiency improvement goal of the four grade guaranteed delivery project just mentioned by President Liang, the total number of construction workers will reach 100000 by the end of February, 200000 by the middle of March and 300000 by the end of March, so as to ensure the delivery of 200000 units by June 30 this year, strive to deliver 300000 units, and achieve more than half the time and more than half the delivery.

3. All regional companies and projects shall make capital plans and material supply plans to ensure the continuity of the construction of the guaranteed delivery building project. With regard to material supply, we have also done a lot of work before the Spring Festival to expand material suppliers and ensure that there are at least 5 units for each kind of material; Cash and spot greatly improve the enthusiasm of suppliers; Reward suppliers for timely arrival, delegate the authority of selecting brands by material division to the general manager of the project, and select brands in the supplier library, etc. The supply of materials is particularly critical, which is an important guarantee for the quality of our Evergrande products. We should not only meet the timely supply of materials and ensure the quality, but also meet the commitments we made to the owner during sales. Therefore, material supply is very important. Sufficient arrangements should be made for all projects in the capital plan. Considering the shortage of funds in some projects, we should strengthen communication, try our best to achieve the balance of funds among projects, and increase the sales collection and asset disposal, so as to ensure the continuity of project construction.

4. Firmly establish the idea of quality first. Construction safety is a grand plan for a hundred years, and human life is crucial. We talk about safe and civilized construction year after year, month after month and day after day, and we have to keep talking in the future. We must let this thought go deep into the bone marrow. Quality is the biggest brand of the enterprise. It is not allowed to reduce the material standard and construction standard due to cost reduction. We must deliver the building with quality and quantity as promised to the owner at the time of sales.

5. Strengthen project management and improve project system. We should further strengthen the project management, especially formulate and improve the appropriate project management system and establish the appropriate project management system according to the current situation of the company.

6. Take multiple measures to greatly reduce costs. Before the Spring Festival, we successively issued three important documents on the bidding of construction units, the procurement and supply of materials and the sharp reduction of management costs. In terms of construction units, we use cash payment to reduce the capital cost under the condition of commercial ticket payment in the past; Materials are also supplied in cash and in stock. II. Do everything possible to resume sales and normal operation

The prerequisite for resuming sales and normal operation is the full commencement and normal construction of the guaranteed delivery building project. Only by realizing full and normal construction can the market and customers’ confidence in Evergrande be gradually restored; The resumption of sales and operation can better promote the resumption of work and production and the continuity and stability of normal construction, so as to better realize the main responsibility of ensuring the delivery of the building and live up to the trust and expectations of the house owners.

For a long time, Evergrande’s product quality has been highly recognized by the market, especially the garden quality and decoration delivery, which have always been the outstanding advantages of Evergrande’s products and the confidence for us to resume sales. Therefore, we should do well in the following points:

Now Evergrande has encountered great difficulties, requiring the group’s marketing system to immediately study a new structure and system suitable for the current situation under the new conditions, new situation and new market environment. Next, the relevant leaders of the group should closely cooperate with regional companies and projects, and actively obtain the strong support of financial institutions at all levels; Keep the owner informed of the progress and benefits of the resumption of work and production, clarify the funds used to ensure the delivery of the building, restore the confidence of buyers, and achieve an average monthly sales return of more than 10 billion to ensure the construction of the project.

In addition to the scope of guaranteed buildings, the group also has 56 million square meters of projects under construction that have not been certified and opened, 160 million square meters of land reserves and 150 old reconstruction projects. Relevant leaders of the group, relevant functional departments and regional companies should conduct serious and in-depth discussions, make the next step of strategic planning, form specific implementation measures, start and turn these large quantities of high-quality assets, and restore our development, construction and normal operation.

III. strive to explore a win-win path of all-round, multi-level and blooming cooperation

I have never mentioned before. From today on, I call on the eight immortals of the whole group to cross the sea, show their magic powers, and adopt various cooperation methods without sticking to one pattern to promote comprehensive cooperation and win-win work.

First of all, all disciplines, sectors and systems of the whole group should perform their respective duties. Leaders at all levels and all employees should make every effort to do a good job of win-win cooperation. We should not be limited to one aspect or one project, but should be all-round, multi-level and let a hundred flowers bloom.

Secondly, the forms of cooperation can be diversified. We do not set any fixed form, nor do we have any rules and regulations. One is mature and the other is cooperative.

Finally, I would like to emphasize that our cooperation still needs basic principles and conditions. There are five specific aspects:

1. Cash must be returned to the special account for supervision of Baojiao building. The government must be clear about how to allocate the funds to the first floor and the second floor, and the funds must be paid back to the supervision account. It is necessary to keep in mind that the project cooperation can not just repay the debt. The debt repayment can be finally paid off only after the resumption of work and production, normal construction, sales and operation.

2. It is not allowed to sell the company’s assets at a low price. We can’t rely on the sale of assets to pay off the debt, otherwise it will be difficult to pay off the debt after the sale of assets.

3. The rights and interests of the company must be protected. We can deal with assets and carry out project cooperation with any unit in any form, but it must be based on the premise and basis of protecting the rights and interests of the company. Fully communicate with partners during negotiation, and make detailed agreements on the core terms such as asset price management, fund use and equity change when formulating the cooperation agreement; When submitting the approval materials, we should sort out the recent land auction price, sales in surrounding markets, current goods volume of the project and other information in detail as we launch a new project; In the final decision-making process, the group investment cooperation committee should conduct in-depth discussion and prudent decision-making to effectively protect the rights and interests of the company.

4. Ensure the normal development and construction of cooperative projects. For any project or any form of cooperation, the partners must ensure the investment of follow-up funds and ensure the normal development and construction of cooperative projects, especially for the project of guaranteed delivery building.
