The “Hangzhou ten articles” launched this time involve ten policies such as support and reward for enterprises, employee return subsidy, enterprise employment subsidy and the use of consumption vouchers for staying in Hangzhou during the Spring Festival, so as to help enterprises “get off to a good start”.
I. increase incentives for manufacturing enterprises. For manufacturing enterprises (excluding state-owned and state-controlled enterprises) with a total industrial output value of more than 10 million yuan in the first quarter of 2022 and a year-on-year increase of 5% or more, 10000 yuan will be awarded for every 10 million yuan increase in output value.
II. Strengthen the support of retail catering industry. For all kinds of enterprises and individual businesses with monthly retail sales increment of 10 million yuan or more in 2022, 100000 yuan will be rewarded in a single month. For enterprises and individual businesses with meal income increment of more than 1 million yuan, 50000 yuan will be rewarded in a single month, and the cumulative upper limit of reward for single enterprises and individual businesses is 2 million yuan.

Hold recruitment activities such as the “new year job sending and happy Hangzhou” new year recruitment cloud market, “new year talent recruitment cloud Fair for high-level talents in the Yangtze River Delta and Hangzhou to the future”, live broadcast job taking and so on, actively connect with major labor exporting provinces, encourage human resources service institutions to participate in labor recruitment in other provinces, increase the adjustment of labor surplus and shortage, and help key enterprises operate normally. Before February 28, enterprises (excluding state-owned and state-controlled enterprises) will rent (including joint rent) buses across provinces and “point-to-point” to organize employees from outside the city to return to their posts. If they meet the conditions, they will be given a subsidy of 50% of the Charter fee, with a maximum of no more than 200000 yuan for each enterprise.
IV. pay close attention to the implementation of the policy of assisting enterprises and stabilizing posts. In accordance with national regulations, we will continue to implement the policy of periodically reducing the premium rates of unemployment insurance and work-related injury insurance, implement the policies of reducing the burden, stabilizing posts and expanding employment such as unemployment insurance job stabilization return, social security subsidies and training subsidies, and extend the deadline for accepting the policy of unemployment insurance job stabilization subsidies in 2021 to March 31, 2022. During the period of the epidemic response, the urban enterprises will employ the registered residence personnel outside the urban area for the first time in the urban area and pay social insurance premiums for more than 6 months in accordance with the law. The subsidy shall be given to enterprises according to the standard of 1000 yuan / person. If a private human resources service institution recommends or dispatches employees to Hangzhou enterprises and pays social insurance premiums for more than 3 months according to law, it will be given a one-time subsidy of 500 yuan per person, with a maximum subsidy of 100000 yuan.
V. increase enterprise financing services. Before March 31, the new valid orders will be guaranteed free of charge by the municipal guarantee company after being confirmed by the districts and counties. For new loans of more than 10 million yuan and a loan period of more than 1 year, an interest subsidy of 1 percentage point (1 year) will be given to real economy enterprises in Hangzhou.
Vi. speed up the resumption of work and production of construction enterprises. Combined with the data of Hangzhou smart site real name management system, the municipal government will commend and reward the construction enterprises in Hangzhou whose construction site employment reached the normal level before the festival and resumed normal construction before February 15 (inclusive), or whose construction industry output value and tax revenue were high in the first quarter. For construction enterprises commended and rewarded by municipal and district governments, the municipal and district construction administrative departments shall add credit points according to regulations.

VIII. The “off peak travel” and single and double number traffic restriction measures in the West Lake scenic spot will not be implemented for the time being. From February 7 to February 20, 2022, the traffic management measures of “off peak travel” in Hangzhou during the peak hours of passenger cars on weekdays and the traffic restriction measures of double number on weekends in West Lake scenic spot will not be implemented temporarily.
IX. implement measures to facilitate the passage of engineering transport vehicles in the morning and evening rush hours. From February 7 to February 20, 2022, measures to facilitate the passage of engineering transport vehicles in the morning and evening peak hours will be launched in Hangzhou. The drivers of engineering transport vehicles will use Hangzhou freight navigation system for online application and real-time navigation, allowing passage all day.
X. extend the service life of e-coupons for employees staying outside Hangzhou Province during the Spring Festival in 2022. The service life of deduction vouchers and cash vouchers was extended from February 14 to March 31. The qualification requirements for participating in the “Lantern Festival lottery” on February 15 are adjusted from “using all deduction vouchers before February 14” to “using deduction vouchers before February 14”. Those who have received coupons but are placed in other cities for centralized isolation due to epidemic prevention and control do not need to refund coupons. They can continue to use them within the validity period after returning to Hangzhou.
