RCEP takes effect and 583 certificates of origin will be issued in Guangdong at the full moon

On January 30, the reporter of Yangcheng Evening News learned from the Guangdong Council for the promotion of international trade that from January 1 to 29, the Guangdong system for the promotion of International Trade issued 583 preferential certificates of origin under RCEP, helping enterprises enjoy tariff relief of about US $430000 from the importing country. RCEP will take effect in South Korea on February 1. Guangdong Council for the promotion of international trade will strengthen its service to enterprises and help enterprises continue to seize new business opportunities.

The agreement will enter into force for South Korea next month

According to the data, from January 1 to 29, Guangdong trade promotion system issued 583 preferential certificates of origin under RCEP, involving an export FOB (FOB) amount of US $28.6086 million, helping enterprises enjoy a tariff reduction of about US $430000 from the importing country and a reduction of more than 20000 yuan of enterprise certificate processing fees. According to the issued volume, the main exporting country is Japan, with 556 certificates, involving an export FOB amount of US $27.7261 million, accounting for more than 95%. The main export products are textiles, plastic products, light industrial daily necessities, metal products and chemical products; The second is Australia, accounting for 1.54%, with a small number of certificates issued in Vietnam, Thailand, New Zealand, Laos, Singapore, Cambodia and Myanmar.

According to the agreement, RCEP will enter into force for South Korea on February 1, 2022. The Tariff Commission of the State Council has announced that the first year tax rate promised in the RCEP agreement will be implemented on some imported goods originating in South Korea from February 1, 2022. China and South Korea have close trade and investment exchanges. The two sides have extensive cooperation in electronics, machinery, automobile, textile and other fields. The level of trade and investment cooperation will be further improved in the future.

Guangdong Import and export enterprises should lay out as soon as possible

The same goods under RCEP may be imported by different member countries at different agreed tax rates. How should the majority of import and export enterprises fully enjoy the policy benefits brought by RCEP? Guangdong Council for the promotion of international trade said that enterprises need to strengthen the research on the text provisions of RCEP agreement, fully master tariff concessions and rules of origin, pay attention to production materials and intermediate products, improve the level of product customs code management, pay attention to the impact of transfer pricing on the judgment of origin, and optimize the layout of supply chain as much as possible.

According to the relevant person in charge of the provincial council for the promotion of international trade, among the free trade agreements signed by China, some preferential measures have a long transition period, and the good depends on the medium and long term. There are also soft clauses in some preferential measures, which need to be discussed by the contracting parties. “Therefore, although the application of China’s free trade agreement is generally good, all parties need to strengthen guidance to make all enterprises understand it in place. The majority of export enterprises should plan countermeasures as soon as possible, reasonably arrange industrial chains and supply chains, and do a good job in industrial upgrading, so as to obtain competitive advantages in the international market”.

Guangdong International Business Certification Center for the promotion of international trade said that this year, it will continue to improve the efficiency of issuing services, further strengthen internal training, improve the professional level and service quality of visa teams, and improve the accuracy and standardization of visas. Establish a convenient visa service channel, do a good job in “do it right away” and “do it free”, realize the “no meeting” of online office, and provide convenience for enterprises to apply for certificates. The certification center also plans to set up an expert think tank to carry out accurate guidance, provide solutions from the aspects of tariff planning, transnational supply chain layout and origin compliance management according to the characteristics of different products and industrial chains, form relevant countermeasures and suggestions, and effectively guide enterprises to make good use of the agreed dividends.
